Purpose of consultancy:
The main purpose of this consultancy is to enhance the institutional and human capacity of key stakeholders, mainly Women Complaint office at NCW as a main partner under Tamkeen project. The training will aim at empowering them to effectively support adolescent girls in accessing comprehensive information and essential services related to Gender Based Violence Against Women and Girls (GBVAWG), based on the Integrated Essential Services Package (ESP) for adolescent girls developed by UNFPA.
Background and scope of work
Within the framework of the EU-funded Tamkeen Programme, this consultancy aims to address a critical capacity gap among key stakeholders. Access to Gender Based Violence Against Women and Girls (GBVAWG) information and services for adolescent girls remains a significant challenge, impacting their well-being and future. To address this, UNFPA will collaborate closely with the National Council for Women (NCW) as the main national partner in Tamkeen project along with other stakeholders when possible, including the National Council for Childhood and Motherhood (NCCM), Ministry of Health and the Ministry of Youth and Sports (MoYS).
At the core of this initiative will be the dissemination of the Integrated Essential Services Package (ESP) for Adolescent Girls, a vital guideline developed by UNFPA. The consultant will be tasked with designing and delivering three intensive three-day capacity-building workshops per patch between June and August [2026], sensitizing approximately 60 trainees (20 per batch) from NCW the main partner in Tamkeen and other stakeholders. The goal is to equip them with the necessary knowledge and skills to effectively support adolescent girls in accessing essential services.
Duration and working schedule:
Contract duration is expected to be from June till December 2026 covering preparation, delivery of three workshops (3 training days) per patch, and reporting.
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
The selected consultant will be responsible for the following key deliverables and tasks:
Training Materials:
● UNFPA has ready developed training materials including participants handbook, facilitator note and case studies. The consultant will need to review, translate into Arabic and adapt as needed.
● Pre-post test for training material developed: Design and implement pre and post-training assessments to measure knowledge transfer and skill development. Analyze the results and incorporate findings into the final report.
Training Workshops:
● Organize and deliver three rounds of 3-day training workshops, both to be conducted outside Cairo. Possible locations are Alexandria or Fayoum (the exact location will be determined later).
● The workshops are expected to take place starting June 2026.
Electronic Resources (Post-Workshop):
● Submit all final training slides, additional reading materials, relevant research papers, and best practice guides in electronic formats (PDFs, Word documents, and videos).
Final Report:
● Compile and submit a comprehensive final report electronically in Word/PDF format, detailing all training outcomes, recommendations and lessons learned

Ethical Considerations and Safeguarding
The consultant undertakes to adhere to the highest ethical standards and safeguarding principles throughout the consultancy, especially when engaging with the targeted training audience. The consultant must strictly comply with all UNFPA's safeguarding policies and guidelines.
Expected travel:
The expected travel for the consultant will be determined in consultation with UNFPA once the workshop locations are confirmed. Travel is anticipated to include movement to Alexandria or Fayoum for the facilitation of the three training workshops, as well as any necessary coordination meetings that may require physical presence. All mission-related travel expenses should be submitted as part of the consultant financial offer.
Inputs / services to be provided by UNFPA :
UNFPA will provide the following support to the consultant throughout the duration of the assignment:
● Information and Documentation: The Integrated Essential Services Package (ESP) for Adolescent Girls guideline and training package developed by UNFPA will be provided, along with any other relevant background documents or data necessary for the preparation and design of training materials.
● Logistical Coordination: Assistance with the logistical coordination of the training workshops, including liaising with partners to ensure trainee participation.
● Technical Support: A technical focal point from the UNFPA team will be available to provide necessary guidance and support regarding the technical content of the training and ensuring its alignment with UNFPA standards.
Payments:
Payments to the consultant will be linked to accepted deliverables and processed as follows:
● 20% upon submission and acceptance of the complete Training Curriculum & Materials.
● 60% upon successful delivery of the three rounds of training.
● 20% upon submission and acceptance of the Final Consultancy Report.
Required expertise, qualifications :
Expertise:
● The consultant should have strong expertise in adolescent reproductive health and rights, gender based violence against women and girls, capacity building, and a proven track record of delivering training to governmental and non-governmental stakeholders.
Education:
● Advanced university degree (Master's or PhD) in Public Health, Social Sciences, Development Studies, Gender Studies, Education, or a related field relevant to training subject.
Experience:
● Minimum of [4-6] years of progressive professional experience in designing and delivering capacity-building programs, particularly on adolescent related topics, GBVAWG, youth health, or related social development topics.
● Demonstrated experience in developing comprehensive training curricula and materials for adult learners.
● Strong familiarity with the Egyptian context, particularly regarding women's and adolescent girls' rights, health services, and relevant governmental structures.
● Prior experience working with UN agencies (e.g., UNFPA) or EU-funded programs is a strong asset.
Technical Skills:
● Excellent facilitation and presentation skills.
● Strong analytical and report-writing skills.
● Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
Competencies:
● Deep understanding of child rights, gender equality, and child protection issues.
● Ability to work independently and manage multiple tasks effectively.
● Excellent interpersonal and communication skills to build strong relationships with diverse stakeholders.
● High level of integrity, professionalism, and commitment to delivering quality results on time.
Language Requirements:
● Fluency in Arabic is mandatory (both written and spoken).
● Fluency in English (both written and spoken).
