Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC is currently looking for a Shelter and Settlement Officer in Barvinkove.  

About the job

Under the supervision of the Shelter and Settlement Team Leader you will adhere to all relevant project tools, plans, and budgets for project implementation. Also you will monitor the progress of repair work and ensure that contractors meet quality standards, monitor, collect, compile, and update daily the information required for the weekly and monthly reporting system, develop and maintain good relations with stakeholders, relevant interested parties, and other humanitarian actors to support the proper implementation and coordination of the DRC sectoral activities.

Your main duties and responsibilities will be:

  • Conduct technical assessments in damaged objects, prepare estimation documents to be shared with construction companies and review companies estimations before raising Purchase Requests.
  • Liaise with contractors to monitor the rehabilitation work, ensure the quality of implementation and to agree and certify the final volumes of work, to proceed with the acts of acceptance.
  • Conduct pre- and technical assessments of buildings and infrastructure to analyze the current state of operations and the rehabilitation, refurbishment or improvements needs. Prepare reports with findings and technical documentation (eg. BOQs) to estimate costs of intervention and to share with support teams for procurement when necessary.
  • Prepare site work plans and supervise temporary work/contractors as required.
  • Consider the environmental impact of infrastructure works, from planning to implementation and take all necessary measures to minimize the impact.
  • Participate in the preparation and evaluation of tender material to ensure the selection of appropriate companies following DRC procedures.
  • Process, supplement, analyze and upload the data entered KOBO for further generation of various types of reports at the request of the officer or team leader.
  • Visit households for the final check of the work performance and scope. Participate in preparation and signing of Acceptance Acts with the beneficiaries. Monitor the work performance, collect feedback from the beneficiaries.
  • Enter data into the Register file.  Transfer the originals of the Acts signed by all parties to the Support department.
  • Perform all types of necessary reports as requested by the Shelter and Settlement Team Leader and Shelter and Settlement Manager.
  • Support the shelter team in training, monitor and support local partners to ensure they understand activities, procedures, and best practices related to shelter interventions.
  • Any other duties may be assigned by the Shelter Team Lead related to the achievements of project targets, in coordination with the Shelter and Settlement Manager, and higher managers.

About you

To be successful in this role we expect you to have a minimum of 3 years of professional experience as an engineer/architect involved in construction projects and/or experience in administrative and other support tasks.  Preferred experience in charge of construction projects or similar. Preferably 2 years of relevant experience, preferably with experience in the field of humanitarian response for an international NGO, UN agency, relevant ministry, or local authority. Moreover, we also expect the following:

Required

  • Education: Master’s degree in civil engineering or another relevant field or bachelor’s degree with work experience.
  • Languages: fluency in Ukrainian.
  • Experience in administrative and support tasks.
  • Computer literacy: Confident user in Microsoft Office Word, Excel, PowerPoint та Outlook.

Desirable

  • Languages: English an asset.
  • Skills in GIS, AutoCAD, ArchiCAD are an asset.
