JOB TITLE: Programme Policy Officer - Cash Based Transfers

TYPE OF CONTRACT: Regular International Consultant (Level 2)

UNIT/DIVISION: Programme – CBT/IDM Unit

DUTY STATION (City, Country): Juba, South Sudan

DURATION: 11 Months (renewable subject to performance and funding availability)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP’s Programme in South Sudan provides the life saving and resilience programming to support the most affected people. In all its programmes WFP seeks to employ the most efficient, effective, and appropriate transfer modalities, whether through in-kind food, Cash Based Transfers (CBT), or capacity strengthening. WFP is constantly looking for innovation solutions to address the root causes of food insecurity in South Sudan, and to respond to the challenges of delivering assistance efficiently and effectively in the country. In 2025, WFP South Sudan distributed USD 65 million to 1,8 million people through cash-based transfers enabling affected people to meet their needs from the local markets. The organization aims at making CBT a solid programmatic instrument beyond a simple transfer modality.

The incumbent for this position is needed to support the advancement of the Country Office vision around CBT. 60% of time in this position will support WFP operations and strategic vision for CBT and 40% of time will be spent on the National Cash Working Group as the programmatic co-chair.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Provide advice and support the Field Offices on issues related to Cash Based Transfers to clarify ambiguities and ensure that the delivery of the assistance is consistent with WFP policies.
  • Drive the strategic use of SCOPE (WFP’s beneficiary information and transfer management platform) and Identity & Digital Management (IDM) systems to strengthen beneficiary lifecycle management, data quality, interoperability, and scalability of cash assistance across programmes and partners.
  • Promote system interoperability and alignment between SCOPE, partner platforms, and inter‑agency cash delivery systems to support harmonized targeting, registration, verification, and payment processes where feasible.
  • Contribute to the development of a medium‑ to long‑term country vision for digital delivery of assistance, including the use of common registries, shared delivery mechanisms, and data‑driven service provision.
  • Advise CO management on strategic trade‑offs related to CBT delivery models, including cost‑efficiency, risk, access, inclusion, and fiduciary considerations, with a strong focus on digital and system‑based solutions.
  • Advise and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partners to design and deliver effective Cash or vouchers assistance programmes.
  • Promote evidence-based decision making within CBT programming through clear documentation and decision documents for CO Management
  • Facilitate strategic and operational discussions between members of the National Cash Working Group and support sub-national CWGs or technical Task Teams.
  • Engage diverse international, local and national actors and ensure discussions can be held in productive and constructive manner to progress the agenda of the National Cash Working Group.
  • Support multiple/ diverse approaches, respecting CWG members’ mandates and capacities.
  • Promote and advocate for coherent, comprehensive and/or harmonized approaches like common mechanisms, joint, collaborative or complementary approaches.
  • Facilitate the development of standard and easy-to-use tools and guidance
  • Liaise with clusters/ sector working groups to ensure complementarity and avoid overlaps between sector cash assistance and multi-purpose cash assistance (MPCA).
  • Promote coverage of cash assistance through information sharing and gap analysis.
  • Enable a community of practices to document evidence-based practices and lessons learned.
  • Compile evidence to inform interventions and contribute to regional/ global learning
  • Travel to field offices as required to support operational needs

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced university degree in Engineering, Computer Science, Economics, Statistics, or other relevant to international development and cash-based transfer assistance or an undergraduate degree with additional years of professional relevant experience.

Experience:

  • For holders of a master’s degree, a minimum of five years of postgraduate professional experience in designing and implementing cash-based transfer programmes in humanitarian or development contexts in partnership with government counterparts, private sector, NGO and civil society.  For holders of a bachelor’s degree, a minimum of seven years.
  • At least three years of field-based experience is required.
  • Experience working in emergency operations and/or hardship duty station is considered as an asset.
  • Familiarity with financial/payment systems supporting cash-based transfers is desirable

Knowledge & Skills:

  • Previous experience in coordinating multi-sectorial groups comprises of a variety of stakeholders in humanitarian or development sector is mandatory.
  • In-depth knowledge of country context and particular humanitarian response.
  • Ability to respectfully engage, broker and/ or facilitate conflict resolution between multiple actors with different approaches, mandates, experiences, backgrounds, nationalities, cultures, sectors, interests and seniority levels with diverging views and opinions.
  • Ability to remain impartial, uphold humanitarian principles, maintain integrity and avoid pursuing organizational or personal agendas when coordinating/facilitating discussions.
  •  proficiency in Microsoft Office applications including Word, Excel, Powerpoint, and Outlook

Language:

Fluency in English language required, intermediate knowledge of a second official UN language will be added value.

Remark: The recruitment / VA will also serve as a roster for the same or lower grade level, possible placement in different duty stations, in case of future operational need.
