BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The World Food Programme (WFP) is the world’s largest humanitarian organization, working globally to save lives in emergencies and support communities in building resilience and sustainable livelihoods.

In Guinea‑Bissau, WFP implements its Country Strategic Plan (2023–2027), aligned with national priorities and focused on:
(i) emergency preparedness and response;
(ii) human capital development;
(iii) resilience and livelihoods; and
(iv) social protection and capacity strengthening.

The Vulnerability Analysis and Mapping (VAM) and Monitoring & Evaluation (M&E) function plays a critical role in generating timely, reliable, and actionable evidence to inform programme design, targeting, implementation, monitoring, and reporting across all WFP interventions.

The Programme Associate (VAM and M&E) will be embedded within the VAM Unit and will provide specialized technical and analytical support to ensure data‑driven decision‑making, accountability, and performance monitoring in line with WFP corporate standards.

The position reports to the Head of VAM and operates with a high degree of autonomy, judgement, and responsibility, consistent with the GS6 role.

ACCOUNTABILITIES / RESPONSIBILITIES

The Programme Associate will support programme, policy, VAM, and M&E functions, contributing to evidence‑based programming and operational continuity.

Programme and VAM Support

  • Provide specialized technical support to the development, implementation, and review of programme activities, ensuring alignment with WFP policies, guidelines, and the Country Strategic Plan.

  • Support programme planning, implementation tracking, and reporting to ensure expected results are achieved within established timelines.

  • Prepare, consolidate, and quality‑check programme and VAM reports, briefs, and presentations related to food security, vulnerability, programme performance, and resource utilization.

  • Ensure accurate and timely recording of programme, monitoring, and assessment data in corporate and country‑level systems.

Data Analysis, GIS and Information Management

  • Contribute to the design, implementation, and quality assurance of VAM activities, including needs assessments, situational analyses, surveys, and vulnerability assessments.

  • Monitor data collection processes (sampling, enumerator training, field supervision) and perform data quality checks in line with corporate standards.

  • Manage, clean, analyse, and interpret quantitative datasets related to food security, nutrition, markets, and programme monitoring.

  • Maintain, update, and document VAM and M&E databases, ensuring data consistency and accessibility.

  • Develop data visualisations, dashboards, maps, and analytical products (e.g. GIS, Power BI, Excel, or similar tools) to support decision‑making and reporting.

Monitoring, Evaluation and Reporting

  • Support the implementation of monitoring and evaluation frameworks, including routine monitoring, post‑distribution monitoring, and outcome monitoring.

  • Track indicators, analyse trends, and flag risks or implementation challenges to programme and management teams.

  • Contribute technical inputs to donor reports, situation reports, VAM bulletins, and evaluation and learning products, ensuring compliance with quality standards.

Coordination and Capacity Strengthening

  • Liaise with internal units, field teams, cooperating partners, government counterparts, and other stakeholders to support effective data collection, monitoring, and reporting.

  • Provide technical guidance and day‑to‑day support to field monitors, enumerators, and support staff involved in VAM and M&E activities.

  • Support knowledge management, documentation of lessons learned, and dissemination of best practices within the Country Office.

  • Support emergency preparedness and response activities, including rapid assessments and data analysis during crises or shocks.

Other

  • Perform any other duties as required by the supervisor in support of programme objectives and Country Office priorities.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education

  • Bachelor degree in Statistics, Social Sciences, Economics, Geography, Information Management, Monitoring & Evaluation, GIS, Data Science, or a related field. A master’s degree in the same field is an advantage.

Experience

  • At least six (6) years of progressively responsible experience in programme support, data analysis, monitoring and evaluation, or related functions.

  • Experience in VAM, food security analysis, humanitarian programmes, or development programming is an asset.

Knowledge and Skills

  • Strong analytical skills with ability to translate data into operationally relevant insights.

  • Experience working with datasets, databases, and data visualisation tools.

  • Good understanding of results‑based management and humanitarian programming.

  • Ability to work independently, manage competing priorities, and meet deadlines.

  • Strong coordination and communication skills.

Language

  • Fluency in Portuguese + English or French (written and spoken).
