Organizational Context and Scope

The United States Refugee Admissions Program (USRAP) operates globally, providing resettlement opportunities to refugees through a network of IOM-managed Resettlement Support Centers (RSCs), movement operations, migration health , and associated program support functions. IOM Washington provides strategic oversight and direction for all USRAP operations, supporting global partners including the U.S. Department of State’s Bureau of Population, Refugees and Migration (PRM), U.S. Citizenship and Immigration Services (USCIS), the Refugee Processing Center (RPC), and other stakeholders.

The Office of the Global Programme Coordinator in Washington DC oversees all USRAP resettlement activities undertaken by IOM globally. Under the overall supervision of the Global Programme Coordinator, USRAP and direct supervision of the Deputy Global Programme Coordinator, USRAP (Movement Operations, TLP, RSC) and, in close coordination with the Deputy Global Programme Coordinator, USRAP (MHD), as well as in collaboration with relevant Units at Headquarters and other decentralized locations, the Programme Coordinator, USRAP Business Process Owner will serve as the system owner for USRAP components of the organization's migrant/ beneficiary systems and interfaces.

Responsibilities

  1. Serve as agile product owner for the USRAP-related features of the organization's migrant related systems by coordinating the management and prioritization of the product backlog, clarifying USRAP program requirements for the Development Team, and serving as the primary subject matter expert for the USRAP workflow. Regularly brief the USRAP Global Coordination Team (UGCT) and USRAP Project Managers on new developments and program impact. Serve as a subject matter expert for the USRAP workflow, including requirements related to the data protection, access controls and information security compliance.
  2. Liaise with the Lead Business Process Owner for MiMOSA, Information Systems Officer for Resettlement Movement Management (RMM) and the Migration Health Informatics (MHI) Manager regarding reporting and workflow requirements for USRAP. Serve as a subject matter expert for the USRAP workflow, including requirements related to the data protection, access controls and information security compliance. Regularly brief the USRAP Global Coordination Team (UGCT) and USRAP Project Managers on new developments and program impact. 
  3. Collaborate with the MiMOSA Project Team and Department of State’s Bureau of Population, Refugees, and Migration (PRM)/Refugee Processing Center (RPC) regarding the project goals, milestones and deliverables required to meet targeted volume and quality of refugee arrivals processing through USRAP. Work collaboratively with the MiMOSA Regional Focal Points, Refugee Processing Center, MHI, and ICT to resolve issues.  
  4. Serve as the USRAP focal point for the Receiving Mission Interface (RMI), including ownership of RMI related data mapping with partner and systems, coordination of error identification, escalation, troubleshooting, and systematic follow up to resolution. Identify, document, and escalate information security, data protection, or access control risks observed through RMI operational use, in coordination with ICT and relevant oversight functions. Ensure dissemination of RMI related updates to USRAP SOPs, guidance, and best practices to field operations and stakeholders.
  5. In collaboration with the Programme Coordinator, USRAP Monitoring and Evaluation, create and define reporting business requirements related to Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) for use of programme monitoring and oversight. 
  6. Provide functional oversight and technical guidance to the Senior Project Associate, Data Integrity and Reporting in Washington, D.C., and collaborate in the creation, reconciliation, maintenance, and dissemination of statistical reports for the IOM refugee arrivals process to the United States. Ensure consistency, data integrity, and alignment between reporting outputs and USRAP systems, data mapping, and reconciliation processes.
  7. Oversee quality assurance of data entry and procedures for United States arrivals, and resolution/reconciliation of data discrepancies between IOM and partner systems such as START, Resettlement Agencies (RA) and the CDC EDN databases. Participate in the planning, creation, and maintenance of reports as necessary.
  8. Support the documentation, tracking, and reporting of identified information‑security gaps and remediation actions related to USRAP-specific functionalities in IOM’s institutional systems and its processes, including contributions to internal compliance reviews, donor reporting, and audit readiness activities.
  9. Identify, analyze, and recommend innovative solutions that enhance operational efficiency and user experience across relevant systems to the Deputy Global Programme Coordinator. Translate business requirements into technical specifications, ensuring alignment with organizational objectives and compliance with IOM ICT governance.
  10. Coordinate at mission level with the National Programme Coordinator and USRAP Risk and Compliance functions to address risks, incidents, and required safeguards related to USRAP-related data in the IOM’s institutional systems, and ensure timely escalation and coordination with relevant HQ, regional, and global stakeholders as required. Ensure compliance with IOM policies and applicable standards on data protection, information security, and information management, including data integrity, access controls, and cyber security requirements, in relation to USRAP systems and data.
  11. Undertake duty travel as needed to carry out duties and accountabilities.
  12. Maintain and monitor confidentiality of all USRAP matters to ensure programme integrity by following the USRAP standards of conduct and IOM data protection rules. As required, take necessary measures to prevent and mitigate fraud in programme activity globally.
  13. Perform other such duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Business Administration, Computer Science, Information Technology, or a Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Extensive knowledge of the USRAP programme and processes, particularly in program integrity, compliance and information security;
  • Extensive knowledge of the START system and its integration with IOM institutional and programmatic tools and systems including MiMOSA and RMI;
  • Extensive knowledge of the MiMOSA system including the user interface and database;
  • Experience in software development and PaaS application;
  • Familiarity with enterprise information technology infrastructure such as Azure, Microsoft 365, cloud hosting and VPN;
  • Experience and knowledge of tools and methodologies used in planning, design and implementation of business applications and data modelling;
  • Proven direct experience with innovative solutions is required;

  • Skills in conducting quality assurance, software audit and end user training.
     

Languages

IOM's official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
