Organizational Context and Scope

IOM supports the Government of Lebanon in ensuring safe, orderly, and regular migration by developing its capacity to effectively manage cross-border movements. In line with national and regional priorities, IOM’s Immigration and Border Governance (IBG) Programme implements projects to improve border governance capacities in Lebanon, through infrastructure, equipment, capacity building and policy support to Lebanese authorities. This includes activities related to migrant regularization, identity management, border infrastructure and information systems, airport safety and humanitarian border management, among others. 

Under the overall guidance of the Head of the Programmes and the direct supervision of the Programme Manager (IBG), the National Programme Officer (IBG) will support the effective implementation of immigration and border governance programmes in Lebanon, with a focus on government liaison, coordination, and capacity development activities for Lebanese authorities

Responsibilities

  1. Assist in the coordination and monitoring of the operational, administrative and financial aspects of the project in accordance with IOM policies and practices as well as donor requirements.

  2. Support the coordination of programme implementation and maintain liaison with diverse organizational units and external counterparts, such as the Ministry of Interior and Municipalities, General Security Directorate, Internal Security Forces, and Civil Defence, the Ministry of Foreign Affairs, and the Ministry of Defense, including the Lebanese Armed Forces, to facilitate administrative processes and follow-up actions related to IBG programme implementation.
  3. Support and coordinate the planning and implementation of IBG capacity building activities for Lebanese authorities, in coordination with relevant units and partners.

  4. Keep the supervisor informed on the status of project implementation; identify gaps and suggest actions to improve implementation. 

  5. Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures, with attention to immigration and border governance activities. 

  6. Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.

  7. Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements. 

  8. Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts

  9. Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities.   

  10. Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums.

  11. Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents.

  12. Provide inputs to the development of IBG-related guidelines, tools and standard operating procedures in coordination with relevant units.

  13. Supervise and provide training and technical guidance to project staff.

  14. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc. 

  15. Perform other related duties as required.

Qualifications

Required Qualifications and Experience

EDUCATION

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,

  • Master’s degree in the above-mentioned fields

    EXPERIENCE

  • Strong experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations. 

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

    SKILLS

  • Good knowledge of migration related subject areas dealt with by the Organization. 

  • Knowledge of UN and bilateral donor programming processes.

  • Ability to liaise with national authorities and stakeholders. 

  • Experience supporting coordination and organization of multistakeholder activities.

  • Experience in supporting the planning and implementation of capacity development initiatives. 

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and Arabic is required (oral and written).

Working knowledge of French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
