Organizational Context and Scope
Under the overall supervision of the Chief of Mission, and direct supervision of Programme Officer (Transition and Recovery Division) in close coordination with the other IOM internal units, the Project Officer (Shelter and Infrastructure) will be responsible and accountable for providing technical inputs, management, and oversight of IOM’s shelter and community infrastructure activities in Cambodia.
The successful candidate will be responsible for providing technical inputs and operational guidance across priority return and displacement areas, supporting the design, operationalization, and implementation of integrated shelter and infrastructure assistance for communities. The successful candidate will lead and contribute to the conceptualization and development of targeted shelter repair, community infrastructure, community labour initiatives, and technical capacity-building for staff, partners, and communities.
The successful candidate will also support expanding IOM’s field-level presence in priority locations, including contributing to infrastructure needs assessments, feasibility studies, coordination with government authorities and partners, monitoring and quality assurance, and the positioning of IOM’s shelter response in recovery and response. The position requires strong technical, project, and people management skills, operational oversight in complex field settings, and the ability to provide technical advice, budgeting and guidance to the Programme Officer and Chief of Mission.
Responsibilities
- Assist the Programme Officer on the construction aspect of relevant infrastructure/construction projects and in the technical area of responsibility, including but not limited to assessment, design and technical specifications, Bill of Quantity (BoQ) calculations, scheduling, tendering, and contracting in accordance with the relevant international/national standards.
- Supervise and monitor technically and administratively the field team of the specified Infrastructure projects. Facilitate the provision of adequate and relevant capacity building to the members of the team, including training the field technical and office team on monitoring tools, data entry, data processing and analysis.
- Document problems and propose innovative solutions in infrastructure programme implementation and suggest action to resolve issues in close coordination with the Infrastructure Coordinator.
- Assist the Programme Officer on management support activities for multiple infrastructure projects, including those implemented across different field locations, and work with multi-disciplinary project teams.
- Draft civil designs for small scale community infrastructure with the guidance of the Programme Officer. Civil designs include (but not limited to), health and community facilities, drainage, hydraulic analysis, culvert design, small scale cut/fill, quantity take offs, retaining wall, paddy field channels and access road design.
- Contribute to the management of community infrastructure projects to ensure quality completion is on time and within budget by utilizing and applying professional skills and knowledge in project management and stakeholder engagement.
- Draft periodic reports on various aspects of projects including but not limited to work progress, financial, quality control, schedule compliance, and technical.
- Assist with the development and implementation of design standards, monitoring mechanisms, quality assurance mechanisms, and construction specifications in respective technical fields.
- Participate in the tender evaluation process including assessment of bidders’ qualifications, competency, and experience, and in analysing and reviewing the quoted unit rates and specifications against IOM-prepared cost estimates and specifications.
- Ensure accurate record keeping, construction inspections, and quality audits. Ensure that drawings and records of actual quantities maintained are kept up to date and variations and addendums are issued correctly.
- Contribute to operational planning for emergency preparedness and response and hazard mitigation / disaster risk reduction initiatives.
- Undertake regular field visits to all infrastructure project sites to monitor, evaluate and supervise the activities implemented by partners/contractors and take necessary action to achieve quality standard of engineering design.
- Check that local communities and/or relevant authorities have been consulted on all activities and that all necessary approvals have been granted prior to the execution of projects.
- Comply with IOM’s policies and procedures including prevention of sexual exploitation and abuse (PSEA) and promotion of a respectful work environment to contribute to a healthy workplace
- Act as a unit focal point for the development and production of visibility materials, in close collaboration with the Communication unit.
- Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Civil Engineering, Architecture, or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in camp community-based infrastructure, civil design, direct construction supervision, contract administration, surveying and levelling, quantity surveying;
- Experience with International Organizations and/or Non-Governmental Organisations (NGOs) is an advantage;
- Experience working within the region is an advantage; and,
- Experience in building structural design, computer aided drawing, and common engineering-related software is a plus.
Skills
- Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;
- Must have thorough knowledge of AutoCAD drafting operations;
- Excellent knowledge of the IOM project management cycle;
- Good knowledge of UN and bilateral donor programming; and,
- Ability to write and speak clearly and concisely in English.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
