Officer, Information Management and PMER
Job Purpose
This role is responsible for IFRC’s country-level Planning, Monitoring, Evaluation, Reporting and Information Management functions in Jamaica, ensuring strong planning processes, reliable monitoring systems, donor-compliant reporting, and high-quality operational analysis across emergency and development programming. The role ensures the timely collection, analysis, and dissemination of data to support evidence-based decision-making, accountability to affected populations, and compliance with IFRC and donor reporting requirements.
It will generate actionable insights and information products that strengthen decision-making and positioning with government and partners, while supporting the Jamaican Red Cross to build sustainable PMER and information management capacity. In this way, the role supports the integration of monitoring, reporting, and data management systems within the National Society’s structures.
Job Duties and Responsibilities
Emergency Operations support
- Support the ongoing implementation of the Hurricane Melissa emergency response in Jamaica by ensuring that PMER systems and processes are effectively applied across operational sectors.
- Work closely with the Jamaica Red Cross and IFRC operations team to review and update operational indicators, monitoring frameworks, and reporting schedules as the response evolves.
- Ensure that PMER tools, Indicator Tracking Tables (ITT), and monitoring frameworks are aligned with the Emergency Appeal and operational priorities.
- Provide technical guidance to operational teams on PMER standards, reporting requirements, and data management processes.
- Contribute to the revision of Operational Updates, operational plans, and response strategies as required during the implementation phase.
Monitoring
- In close coordination with the National Society, track performance of indicators, risks, challenges and opportunities for better planning and performance of the emergency operation and programming in Jamaica.
- Ensure monitoring follow-up for reporting: track submissions of reports due and follow-up late submissions, etc.
- Develop, maintain and regularly update the Indicator Tracking Table within and monitoring systems on ERP with accurate and verifiable data from operational activities.
- Monitor implementation progress across sectors and provide regular analysis on operational achievements, gaps, challenges, and emerging needs.
- Support the design and implementation of field monitoring activities, rapid assessments, and post-distribution monitoring (PDM) to track programme effectiveness and community feedback.
- Track reporting deadlines and follow up with programme and operations teams to ensure timely submission of operational data and reports.
- Coordinate with the Jamaica Red Cross, IFRC technical teams, and other humanitarian actors to share relevant assessment and monitoring data and avoid duplication of data collection efforts.
Evaluation and Operational Learning
- Provide support to evaluation processes carried out and ensure compliance on the IFRC Evaluation Framework.
- Track follow-up actions from operational reviews and evaluations using the Management Response Matrix.
- Support the implementation of operational reviews, real-time evaluations, and lessons learned exercises related to the Hurricane Melissa response.
- Ensure evaluation activities follow the IFRC Evaluation Framework and contribute to improving operational performance.
- Document and share lessons learned, good practices, and operational insights to support adaptive management during the response and inform future disaster preparedness.

Reporting
- Provide technical support and guidance to the programme and operations team to ensure timely, accurate and high quality operational reporting.
- Coordinate and consolidate data for Operational Updates, Situation Reports (SitReps), Emergency Appeal reports, and donor reports.
- Review operational reports to ensure compliance with IFRC and donor standards for accuracy, consistency, and accountability.
- Work closely with the Finance team to ensure alignment between narrative and financial reporting.
- Support the Jamaica Red Cross in data collection and verification for Federation-Wide Reporting System (FWRS) and emergency operational reporting requirements.
- Prepare and/or consolidate PMER operational highlights, monthly summaries, and analysis for submission to the Americas Regional Office (ARO).
- Capture and share best practices, human-interest stories, and operational achievements to support learning and visibility of the Hurricane Melissa response.
- Contribute to the development of communication products that highlight operational results and impact.
Information Management
- Provide IM support to the Country Office, overseeing the production of high-quality analytical and IM products to support the effectiveness of operational and programmatic decision-making and support the positioning of JRC and IFRC with internal and external stakeholders.
- Maintain and strengthen systems used to collect, store, analyse, and disseminate information.
- Maintain and update operational platforms, including GO platform country pages and response dashboards.
- Ensure operational data is managed securely and ethically in accordance with the IFRC Data Protection Policy.
Data Management and Analysis
- Provide quality assurance and technical oversight for data collection tools and platforms used in support of programmes and operations, ensuring accuracy, reliability, and consistency of data, including beneficiary tracking and activity reporting.
- Develop and disseminate data visualizations, maps, dashboards, and infographics to support operational coordination and decision-making.
- Promote the use of IM tools and analysis to strengthen evidence-based operational planning and adaptive management.
- Identify and address information management gaps that affect the timely flow of operational information.
Capacity Building and Coordination
- Support Jamaica Red Cross with the development of their IM and PMER capacities, including strengthening staff and volunteer capacity to collect, manage, and analyse data effectively.
- Coordinate closely with the ARO PMER Unit, Regional IM Team, and other technical teams to ensure alignment with IFRC emergency PMER and IM standards.
- Encourage a culture of data-driven programming and accountability to affected populations throughout the response.
Education
Required:
- University degree in economic, social sciences, humanities, journalism or equivalent qualification (applied economy, statistics, etc.)
Experience
Required:
- At least 3 years of experience in planning, monitoring, evaluation, and reporting or Information Management
- At least 3 years of experience with graphic design and data visualisation with the ability to translate complex digital information into clear and attractive graphic representations.
- At least 2 years of experience with data management platforms, visualization tools, and dashboards (GIS tools, Mobile Data Collection tools (KOBO and/or ODK).
- At least 2years of experience working with humanitarian organization, in complex settings
Preferred:
- Work experience at international and/or national level and/or volunteer experience in the RC/RC
