Purpose of consultancy:
South-South and Triangular Cooperation (SSTC) is a form of technical collaboration among developing countries in the Global South. It is a tool used by states, international organizations, academia, civil society, and the private sector to share knowledge, skills, and successful initiatives.
Since 2012, a bilateral SSTC has been in place between Indonesia, represented by the Ministry of Population and Family Development (BKKBN), and the Philippines, represented by the Commission on Population and Development (CPD). This cooperation, facilitated by their respective UNFPA Country Offices, aims to share and apply good practices in areas such as population, family planning, adolescent reproductive health, and gender mainstreaming. The specific focus area for this SSTC in the Philippines is the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), which was chosen due to its cultural and religious similarities to Indonesia.
As the third phase of the bilateral SSTC has concluded in 2025 this consultancy is requested to engage an external assessor to conduct a comprehensive impact assessment. This assessment will evaluate the results of the strategies and learnings implemented by the BARMM Regional Government and its local government unit (LGU) beneficiaries. The findings will assist the Commission on Population and Development (CPD) in determining key focus areas and strategies for a possible fourth phase of the cooperation.
Scope of work:
The consultant, in consultation and collaboration with the UNFPA and the Commission on Population and Development, shall be engaged for the conduct of the formal evaluation of the SSTC program between Philippines and Indonesia for SRHR. The consultancy will include the following:
Output 1: Assessment Framework
The consultant will develop a comprehensive and customized Assessment Framework based on the globally recognized OECD Evaluation Criteria. This framework will serve as the project blueprint, outlining the specific methodologies to measure the effectiveness, relevance, efficiency, impact, and sustainability of the SSTC initiatives.
The framework will include:
● Evaluation Criteria: Clearly defined criteria to assess the cooperation's relevance, efficiency, effectiveness, impact, and sustainability.
● Data Gathering Strategy: A detailed approach to data collection, including a list of key stakeholders and participants for interviews, and a list of specific assessment tools (e.g., questionnaires, interview guides, document review checklists).
● Data Sources & Verification: Identification of all data sources (primary and secondary) and a clear process for cross-verification to ensure the reliability and accuracy of findings.
● Resource Plan: A breakdown of the personnel, time, and logistical resources needed. The consultant must present this framework to the CPD for review and approval before proceeding with any data collection activities.
Output 2: Conduct of Data Collection, KIIs, and Interviews in Partnership with CPD
In close collaboration with CPD, the consultant will execute the data collection plan outlined in the approved framework. This includes:
● Onsite Data Collection: Conducting in-depth interviews, key informant interviews (KIIs), and focused group discussions with CPD Central and regional office staff, as well as other stakeholders, participants, and implementers of the SSTC initiatives
● Data Verification: Systematically verifying information gathered through various sources (interviews, documents, etc.) to ensure data integrity.
● Collaboration: Working directly with CPD staff to facilitate access to information and key personnel, ensuring a seamless and efficient data collection process.
Output 3: Production of the Assessment Report and Presentation to the CPD Board
The consultant will be responsible for drafting, finalizing, and presenting the evaluation report. This involves:
● Drafting the Report: Producing a comprehensive draft of the Assessment Report that provides a preliminary analysis of the findings, including key insights, successes, challenges, and lessons learned from the cooperation.
● Presentation to the Board: Presenting the draft report to the CPD Core and National Executive Committee and development partners to solicit their feedback and suggestions.
● Finalizing the Report: Incorporating all feedback from CPD management and development partners to produce a final, polished report. This report must be output-focused, providing clear, actionable recommendations to inform future strategies.

Forty-five (45) days spread over Six (6) Months- Deliverable Based May - October 2026
Place where services are to be delivered:
The consultancy is deliverable-/output-based. The consultant is expected to report to and attend occasional meetings at the UNFPA Country Office in Mandaluyong City.

Supervisory arrangements:
The SSTC Impact Assessment Consultant will be under the overall supervision of the Country Representative and direct supervision of the Programme Analyst for Demographic Intelligence Analysis and Planning.
