Description & Requirements

Your Team

The  assists the authorities in fulfilling their membership commitments and obligations, supports legislative and other reforms, provides expertise in the Organisation’s fields of competence, develops effective training programmes or implements activities such as thematic campaigns.

As an IT officer, you will work in close co-operation with the project teams based in Chisinau and act as the main point of contact on IT matters between the office in Chisinau and the Directorate of Information Technology (DiT) at Headquarters in Strasbourg, France. You will work in close collaboration with the DiT team and may be required to travel to other Council of Europe offices in the region.

Your Role

As an IT Officer, you will:

  • manage and maintain the Office’s work environment, including operating systems and software, ensuring their full availability and functionality;
  • take appropriate and preventive measures to ensure the work environment’s resilience and efficiency;
  • manage the service provisions of the Office;
  • manage the PC park and related services, participate in the installation of PCs, ensure the logistical follow-up and supervision of the pool of PCs (stock management, monitoring of breakdown rates, technology watching, calculation of statistics for the dashboard);
  • provide first and second level IT support to the Office;
  • contribute to the implementation of innovative digital solutions to improve IT service delivery;
  • perform any other duties related to the position.
Requirements to apply

You must:

  • hold a full course of general secondary education and appropriate professional qualifications;
  • have a minimum of two years of relevant professional experience relating to IT system administration and management of PC and related services;
  • have an excellent knowledge of Romanian (first language level) and a very good knowledge of English (one of the Council of Europe's two official languages);
  • be a citizen of the host country or one of the 46 member states of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
  • be currently present in the Republic of Moldova;
  • have discharged any obligation concerning national service (military, civil or comparable);
  • not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
  • be under the age of 65 years.

  • experience in the administration and management of PCs and related services;
  • good understanding of IT service delivery principles and ability to provide effective and user-oriented IT support;
  • good knowledge of emerging technologies relevant to corporate IT services, including artificial intelligence tools.

What we offer
