The Position:

The Programme Analyst analyses and assesses relevant political, social and economic trends, guides and facilitates the development and delivery of UNFPA’s programmes. S/he reports directly to the Assistant Representative and works under the overall leadership of the Representative.

Job Purpose:

In an environment where UNFPA Country Office needs to be agile and flexible to quickly transition between development-humanitarian-development interventions, the Programme Analyst (Humanitarian Preparedness and Response) will play a vital role in ensuring the smooth running of critical services relating to overall coordination of UNFPA Programmes in Mozambique and build CO staff capacities to prepare for humanitarian response. The Programme Analyst will build close relationships with stakeholders, communicating regularly to support best practice in development and humanitarian practices.  S/he will keep close and regular contact with the UNFPA Programme Division to ensure that the Country Office is aware of and follows the latest approved norms and standards in preparing and delivering humanitarian programmes. 

Under the close supervision of and guidance of the Assistant Representative, and overall leadership of the Representative, the Programme Analyst will have strategic oversight of humanitarian prevention, preparedness and response activities, and in guiding the CO in developing and implementing its relevant action plans in articulation to the regional and national humanitarian programmes. S/he will participate in the country inter-agency humanitarian coordination group and contribute UNFPA knowledge, and resource mobilization efforts, ensuring that sexual and reproductive health needs and gender-based violence prevention and protection needs in emergency settings are fully integrated in Country Programme documents and interventions.

You would be responsible for: 

Leading, coordinating and managing Country Office humanitarian preparedness and response:

  • Analyze and interpret the humanitarian, social and economic environment relevant to UNFPA activities, and identify opportunities for UNFPA assistance and intervention, especially within the humanitarian preparedness and response context. 
  • Analyze policy papers, strategy documents and national humanitarian plans; prepare briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
  • Act as the focal point of UNFPA Mozambique for humanitarian preparedness and response, coordinating UNFPA Country Office and Field Office efforts, and liaising with relevant Government, UN and non-UN humanitarian partners in the country, and the UNFPA HQs and the Regional Office for coordination. 
  • Participate actively in appropriate UN coordination mechanisms (e.g. Joint UN Teams) and support and contribute to all joint programmes/activities among the UN agencies.
  • Lead the development and implementation of humanitarian and emergency preparedness and response strategies at country level in collaboration with the humanitarian coordination team/group.
  • Gather and analyze information, situations, and problems and draw logical conclusions for humanitarian preparedness and response in terms of maternal health, family planning, fistula prevention and care, and youth and adolescent reproductive health including prevention of HIV & AIDS, Gender equality, GBV prevention and care.
  • Research and develop synergies with other social and economic development technical and financial partners, civil society, NGOs and humanitarian actors to achieve programme results.
  • Ensure alignment of the UNFPA humanitarian response plan with those of the Government of Mozambique and other UN Agencies.
  • Finalize, maintain and update the UNFPA Country Office Contingency Plan and organize training and awareness raising for its implementation. 
  • Provide support to UNFPA field offices on emergency assessments, preparedness and response.
  • Support the development of national contingency plans at central and local levels.
  • Conduct assessment, monitoring and evaluation missions to inform strategic approaches and emergency response programmes, including participating in interagency and/or government led needs assessments.

Programme Management:     

  • Provide inputs to all relevant programming documents, including UNDCF, Country Programme Document and Multi-Year Plan, and annual work plans to ensure that UNFPA's humanitarian activities are well reflected, planned and budgeted.
  • Liaise with Implementing Partners, consultants, etc. for the implementation of humanitarian activities. 
  • Provide capacity development opportunities and necessary support and guidance, and regularly monitor the work of Implementing Partners working on humanitarian preparedness and response. 
  • Expedite and coordinate humanitarian response implementation by:
  • Establishing collaborative relationships with executing institutions, experts, government counterparts and other UN agencies
  • Facilitating timely and efficient delivery of project inputs
  • Identifying and addressing capacity development needs of partners and project personnel.
  • Participate in conducting needs assessments; design and conduct base line studies, operations research, mid-term and end of project assessments, surveys, and other studies in support of the implementation of the UNFPA supported programmes and activities.
  • Identify capacity gaps of local implementation partners in the implementation of UNFPA-funded activities, and in coordination with relevant technical units of the Country Office, develop and facilitate capacity building activities.
  • Ensure regular documentation of good practices and lessons learned of UNFPA's humanitarian response.
  • Provide technical support to Implementation Partners in the targeted area for implementation, monitoring and evaluation; support relevant local authorities in the coordination of UNFPA-funded activities.
  • Be accountable for human and financial resources allocated for humanitarian programmes, ensuring that financial resources are utilized in compliance with UNFPA policies, rules and procedures.
  • Ensure that data on UNFPA's humanitarian activities is recorded and readily available, including records of financial expenditure, number/volume of items procured, numbers of beneficiaries, etc.
  • Advise and report on achievement of humanitarian project results, proactively measuring substantive progress and the effective utilization of financial and human project resources using appropriate monitoring and measuring mechanisms and tools.
  • Identify bottlenecks, constraints and resource deficiencies and recommend corrective actions.
  • Ensure the timely submission of quality results-based reports; oversee data collection and processing for the monitoring of key program indicators relevant to humanitarian preparedness and response.
  • Support necessary logistics for humanitarian response; explore and help maintain Long Term Agreements (LTAs) with suppliers of emergency relief materials and with organizations that can be contracted to implement MISP activities and assist with capacity development of UNFPA partners in logistics management of humanitarian response, including forecasting and pre-positioning of supplies.

Advocacy and Resource Mobilization:

  • Prepare concept notes and proposals for resource mobilization, including timely inputs to UN/ UNFPA CO's submissions to call proposals to raise funds for humanitarian activities.
  • Prepare advocacy materials on UNFPA's emergency response priorities and activities.
  • Ensure that UNFPA's humanitarian contributions are well reflected in all joint UNCT and other partners' materials.

Qualifications and Experience: 

Education: 

Master’s degree in health, demography, gender, social development, business administration or other related social science discipline.

Knowledge and Experience: 

  • Two years’ professional experience in the field of development and population and/or reproductive health activities.
  • Working experience in humanitarian context and familiarity with cluster approach.
  • Familiarity with issues of reproductive health, gender and gender based violence and how this impacts on women and the young.
  • Proven experience in programme/ project management working with government institutions, NGOs and/or donor institutions, at national or international level.
  • Experience in the United Nations, UNFPA and/or other multilateral organization.
  • Proven experience in design, monitoring and evaluation of development projects.
  • Proficient in using office software packages and web-based information management systems.

Languages: 

Excellent oral and written communications and editing skills in English and Portuguese required.
