INTRODUCTION
The Caribbean Development Bank (CDB) is seeking to recruit a Project Coordinator for the AFD-Caribbean Investment Facility and Italian Programme in Economic Infrastructure Division of the Projects Department. The successful candidate will be based at CDB’s Office located in St. Michael, Barbados.
THE DIVISION
The Economic Infrastructure Division (EID) oversees the complete lifecycle of infrastructure projects – from identification and design to implementation – encompassing critical sectors such as transportation, energy, water and sanitation and urban development. In addition, EID plays a pivotal role in coordinating post-disaster recovery to ensure the rapid restoration and resilience of essential infrastructure. The Division forms part of the Projects Department.
THE ROLE
Reporting to the Division Chief, EID or his designate and working directly with the CDB’s Economic Infrastructure Division, the Project Coordinator for the AFD-Caribbean Investment Facility and Italian Programme (PC-AFD/IF) will have overall responsibility to oversee the effective execution of the AFD-Caribbean Investment Facility Programme and the Italian Programme to Support Sustainable Development Project in the Caribbean Community (CARICOM) Countries. These programmes will facilitate the preparation of sustainable, climate resilient infrastructure projects in line with CDB’s mandate in the region. Specifically, the programmes seek to:
- Facilitate the preparation and implementation of sustainable, climate resilient infrastructure projects in the Caribbean Region (indicatively in the sectors of agriculture, energy, integrated water and coastal zone management, transport, social housing, and sanitation);
- Support CDB and the implementing agencies within CDB’s Borrowing Member Countries (BMCs) in the execution of projects.
KEY RESPONSIBILITIES
The PC-AFD/IF will be required to:
- Identify Support CDB and BMC teams with pipeline development and the implementation of the projects financed by the Credit Facilities, by CDB and the BMCs. This task will include regular missions in the BMCs.
- Monitor and remain informed about the status of the execution of Technical Assistance studies under implementation by CDB staff.
- Manage consultancies for any additional sectorial studies to be funded by the programmes.
- Manage and coordinate all activities to support the Annual Pipeline Review including finalising the arrangements for CDB to meet with representatives of Italy, AICS and Cassa Depositi e Prestiti S.p.A. (CDP) - the Italian Financial Institution for international development cooperation, authorised by the Government of the Italian Republic to sign the financial agreements with CDB - once annually and providing annual financial and progress reports.
- Preparing quarterly and end-of-project reports on the progress/results of the programmes, key issues and lessons learned for both programmes.
- In coordination with CDB’s Communications Unit, develop a communication and visibility action plan for the interventions under the programmes, prepare media and publicity materials, oriented internally, within CDB, and externally, towards partners and BMCs, on the studies and projects.
- Supporting the assigned CDB Teams by overseeing the procurement of an external auditor and drafting the relevant Terms of References.
- Support the annual process to engage an auditing entity for the Loan and Grant under the Italian Fund.
- Supporting the assigned CDB Teams in the production of a mid-term and a final financial audit report to be carried out by an independent and reputable auditing firm to be appointed by CDB for the AFD Programme.
QUALIFICATIONS & EXPERIENCE
The successful candidate must have:
- A Master’s degree in Civil Engineering, Climate and/or Environmental Engineering, Project Management or related discipline.
- At least seven (7) of relevant project management experience.
- Expertise working in energy, transport, water and sanitation, and/or climate change mitigation and resilience sectors.
- Experience with credit lines/ project finance structures in energy, transport, water and sanitation, and/or climate change mitigation and resilience sectors (or any other relevant financing schemes).
The following will be considered assets:
- Experience with multilateral development banking procedures.
- Experience with local organisations in charge of implementing public infrastructure strategies/polices would be an asset.

TERMS OF APPOINTMENT
This role is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal. The salary is competitive and commensurate with qualifications and experience. The salary scale for this Grade 20 role starts at USD81,816 per annum net of taxes. The benefits package includes a pension plan, life and medical insurances.
