INTRODUCTION

The Caribbean Development Bank (CDB) is seeking to recruit an Accounting Assistant to join the Finance Department. The successful candidate will be based at CDB’s Office located in St. Michael, Barbados.

THE DEPARTMENT

The Finance Department is responsible for safeguarding the Bank’s financial position through effective planning and management of its financing, investing, general accounting, budgeting, internal controls, cash flow analysis, financial analysis, and reporting functions. The Department also develops and administers financial policies and procedures, strengthens the Bank’s infrastructure and capacity to mobilise resources in support of its development agenda, and provides oversight of corporate procurement and insurance.

THE ROLE

Reporting to the Manager, Accounting, the Accounting Assistant plays a critical role in executing complex accounting assignments and ensuring the accuracy and integrity of financial data. This position oversees team activities within the Accounting Unit, driving high standards of performance and compliance while contributing to robust financial controls and timely, high-quality reporting. Beyond core accounting responsibilities, the role demands a proactive approach to identifying process efficiencies, implementing workflow enhancements, and leveraging innovative practices to strengthen the unit’s effectiveness. Key duties include coordinating workflows, reviewing completed work, and providing guidance to team members to support operational excellence and the department’s broader objectives across the bank.

KEY RESPONSIBILITIES

The Accounting Assistant will be required to

  • Plan, organise, and coordinate the work of assigned team members to ensure timely, accurate completion of deliverables.
  • Prepare quarterly and annual draft Financial Statements for the Bank’s main Funds in full compliance with IFRS standards, including detailed note disclosures and supporting schedules.
  • Develop and prepare financial statements required under loan, contribution, and grant agreements, ensuring adherence to applicable accounting policies and completeness of disclosures and supporting documentation.
  • Review and approve complex journal entries, applying IFRS 9 concepts accurately and ensuring proper application.
  • Manage accounts payable and receivable processes to ensure timely and accurate settlement of obligations by the Bank and its debtors, including loans, borrowings, and staff receivables.
  • Perform regular reconciliations to mitigate risks of unreported assets or liabilities, errors, or omissions.
  • Monitor and maintain accounting system reliability, investigating discrepancies and implementing corrective measures to safeguard data integrity and operational efficiency.
  • Configure and maintain financial structures in the General Ledger System by creating entities, ledger accounts, and configurations to support accurate recordkeeping and compliance.
  • Oversee the Loan Management Application, including billing, payment monitoring, anomaly resolution, and corrective action implementation.
  • Serve as a key liaison for internal and external clients, addressing queries, managing relationships, and maintaining the client portal with accuracy.
  • Evaluate reporting requirements for loans, grants, and borrowings, collaborating with IT teams to design and implement solutions that enhance client satisfaction.
  • Communicate effectively with senior Bank officers and external stakeholders on policy application and compliance matters.
  • Handle high-value and confidential transactions with professionalism, accuracy, and discretion.
  • Provide guidance and training to assigned staff to build capability and ensure adherence to best practices.
  • Maintain an organised and efficient filing system to facilitate quick and accurate document retrieval.
  • Perform other related duties as assigned to support departmental objectives.

QUALIFICATIONS AND EXPERIENCE

The successful candidate must have:

  • A Bachelor’s degree in Accounting, Finance, or a related discipline.
  • Successful completion of Level II of a recognized Professional Accounting Designation, or evidence of other relevant education and experience that provides an equivalent level of professional accounting knowledge.
  • At least five (5) years’ experience in accounting support, with comprehensive knowledge of administrative processes and procedures.
  • Proficiency in Microsoft Office applications, particularly Microsoft Excel.
  • Proficiency in Power BI.

  • Apply strong understanding of data collection methodologies, data analysis techniques, and records management practices.
  • Apply strong analytical capabilities, demonstrating a high level of numeracy and digital proficiency.
  • Handle sensitive, confidential, and diverse information with diplomacy, discretion, and adherence to internal controls and information management standards.
  • Organise, prioritise, and schedule work efficiently; anticipate operational needs, adapt plans proactively, and ensure timely, accurate delivery of tasks and team outputs.
  • Draft clear and accurate correspondence, routine reports, and financial documentation; interpret, apply, and explain policies, guidelines, and instructions effectively.
  • Identify operational issues and deviations from standard procedures, especially in financial and procurement processes; apply analytical reasoning to troubleshoot and resolve problems promptly.
  • Exhibit excellent interpersonal skills with the ability to work effectively and collaboratively in a team-oriented environment.
  • Communicate professionally and diplomatically; build productive relationships with stakeholders at all levels, including senior officers; respond to diverse situations with sound judgment and client‑focused service.

TERMS OF APPOINTMENT

This role is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal.  The salary is competitive and commensurate with qualifications and experience.  The salary scale for this Grade 17 role starts at USD51,336 per annum net of taxes. The benefits package includes a pension plan, life and medical insurances.
