INTRODUCTION
The Caribbean Development Bank (CDB or the Bank) is seeking to recruit Project Officer, CARIFORUM-EU Economic Partnership Agreement (EPA) and the CARICOM Single Market and Economy (CSME) Standby Facility for Capacity Building. The Programme will be located in the Private Sector Division (PSD) of the Office of the Vice-President (Operations). The successful candidate will be based at CDB’s office in St. Michael, Barbados.
THE DIVISION
The Private Sector Division (PSD), situated within the Office of the Vice President (Operations), is at the forefront of advancing private sector–led growth and competitiveness in the Caribbean. PSD originates and implements a portfolio of capital and technical assistance projects designed to strengthen enterprises, foster innovation, facilitate trade, and promote inclusive economic development.
PSD’s strategy follows two mutually reinforcing tracks:
- Strengthening the MSME sector through tailored support mechanisms, intermediary and direct lending, and innovative partnerships; and
- Building a broader enabling ecosystem for private sector development across BMCs, including support for public–private partnerships (PPPs) and Regional Cooperation and Integration (RCI) initiatives.
THE ROLE
The Project Officer (PO) will report to the Project Manager (PM), CARIFORUM–EU Standby Facility, and will work proactively with the team to perform a wide range of research, administrative and office support activities to effectively administer the Standby Facility in accordance with its mandate, which includes:
- Project Administration & Coordination – Disbursement processing and project support to programme beneficiaries and CDB implementing teams.
- Portfolio Monitoring & Reporting - Data management and performance tracking.
- Stakeholder Engagement & Communication - Coordination and stakeholder support.
- Operational Support - Administrative, procurement, and compliance support.
The PO serves as an integral member of the project implementation team, ensuring adherence to CDB and EU procedures, supporting data management and reporting, and contributing to the smooth execution of programme operations.
KEY RESPONSIBILITIES
The PO will be required to:
Project Administration & Coordination
- Facilitate communication with potential beneficiaries regarding programme objectives and application procedures.
- Receive and process project proposals and refer them for technical evaluation.
- Process disbursement requests in accordance with Grant Agreements and Bank procedures.
- Liaise with executing agencies to resolve disbursement issues and ensure compliance with eligibility requirements.
- Support the preparation of project documentation, including presentations, briefs, and disbursement reports.
- Track expenditure, process payment requests, and support budget monitoring.
Portfolio Monitoring & Reporting
- Enter all grant-related data into OPS365 and generate comprehensive monthly portfolio reports.
- Monitor project milestones, terminal disbursement dates, and follow up with beneficiaries on required actions.
- Compile disbursement projections and other programme statistics when required.
Stakeholder Engagement & Communication
- Prepare routine correspondence and assist in coordinating Programme-related communications.
- Arrange and support meetings, workshops, and travel logistics.
- Provide technical and advisory support on disbursements to internal teams and external stakeholders.
- Contribute to the preparation of programme performance and financial reports to the EU.
Operational Support
- Ensure proper documentation and filing of all procurement-related records in line with CDB/EU audit requirements.
- Verify banking information and provide advance notice on high‑value disbursements.
- Maintain a procurement tracking system, ensuring timely updates on procurement milestones and contract performance.
QUALIFICATIONS & EXPERIENCE
The Project Officer will support the efficient administration, implementation, and monitoring of projects financed under the Standby Facility. The ideal candidate will possess strong analytical capabilities, excellent organisational skills, familiarity with the CARIFORUM regional development contexts, and the ability to work collaboratively with diverse stakeholders to ensure timely and high-quality delivery of programme outputs.
The successful candidate must have:
- A Master’s degree in Economics, Finance, Management, Development Studies, Public Policy, or related discipline.
- At least five (5) years’ experience in monitoring and evaluation of development programmes, including results reporting for multilateral or bilateral donors.
- An undergraduate degree with an additional two (2) years of relevant professional experience may be considered in lieu of a Master’s degree.
- Demonstrated knowledge of logical framework analysis, indicator development, and data management systems.
Knowledge of CDB’s procedures, particularly its disbursement and procurement guidelines, will be an asset.

The PO must demonstrate:

- Thorough knowledge of accounting standards and understanding of the processes related to reporting, budgeting, forecasting and other financial skills, staying abreast of new accounting reporting requirements.
- Strong proficiency in Microsoft Office applications (Excel, Word, PowerPoint).
- Ability to create high‑quality reports, spreadsheets, charts, and presentations.
- Ability to manage databases and information systems efficiently.
- Excellent written and verbal communication skills.
- Experience in data analysis, financial processing, and records management.

TERMS OF APPOINTMENT
This role is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal. The salary is competitive and commensurate with qualifications and experience. The salary scale for this Grade 20 role starts at USD81,816 per annum net of taxes. The benefits package includes a pension plan, life and medical insurances.
