JOB TITLE: Emergency Preparedness & Response Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. WFP’s mission is to help the world achieve Zero Hunger in our lifetime. Every day, WFP works to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. WFP is supporting the Government of Ghana to achieve its vision of economic self-sufficiency articulated on its charter of Ghana Beyond Aid. WFP Ghana Country office under the Gulf of Guinea Emergency Response, is currently working to support refugees, asylum seekers and vulnerable host community members in the Upper East and Upper West of the Country. Over the past year insecurity in Burkina Faso driven by non-state armed groups has rapidly moved southwards creating a spill over across the border and therefore putting a significant strain on host communities’ resources and food systems Through Ghana's country strategic plan, WFP will continue its transition from direct implementation to an enabling role, supporting government systems through capacity strengthening, technical assistance and support with policy coherence. The plan is also designed to anticipate and prevent a deepening of vulnerabilities by building resilience and social cohesion. At the same time, WFP will remain ready to respond in the event of a crisis.
 

ACCOUNTABILITIES/RESPONSIBILITIES:
•Coordinate and ensure that the programmes are delivered in accordance with the signed agreements, project documents with donors and partners.
•Responsible for writing the project proposals that meet the food insecurity and nutrition needs depending on the context of Ghana.
•Ensure that the programme expenditures are aligned with the budgets planned for the projects in accordance with the project documents. Liase constantly with BPU unit to ensure that the resources are available and spent in accordance with the policies and guidelines of WFP.
• Exhibit leadership skills in grooming and mentoring the team, in terms of supporting their careers, upskilling both technical and soft skills.
•Liase with the government and non-governmental partners as needed, in order to ensure better coordination, strategic design and ensuring the deemed impact of the programme, there-by placing WFP as a go-to partner for supporting the government.
•Coordinate with various internal units of WFP CO and GHQ as needed to ensure that the programmes are implemented in timely fashion and in accordance to WFP policies and guidelines.
•Ensure the programmes are implemented with highest standards, ethics and humanitarian principles of WFP in accordance with AFAC guidelines, reporting any of the fraud, unethical behavior as per the WFP reporting mechanisms, conferring to the guided timelines.
•Any other task as assigned by the supervisor.
This CSP outcome projects two activities. i.e Activity 1: Work with actors at the national, institutional, community and individual levels to strengthen their capacity to enhance gender-sensitive, evidence-based early warning analysis for informed anticipatory action, preparedness, disaster risk reduction and response, including disaster risk financing mechanisms like climate insurance. Activity 2: Provide unconditional assistance, including social and behavior change activities to crisis affected populations.
 

DELIVERABLES AT THE END OF THE CONTRACT:
Within the framework of the Fellowships Programme for Technical Cooperation Capacity Building and Human Resources Development, the candidate will perform the following duties: •Produce and contribute to the preparation of briefs, presentations, and reports •Undertake desk research on the through both qualitative, quantitative and mixed methods techniques working closely with the monitoring and evaluation team. . •Work with the Emergency Preparedness Response (EPR) team to support the capacity strengthening in emergency response. •Engage in EPR activities that provide opportunity for cross functional learning and work on a specific project by way of sharing experiences from the different functional areas. •Conduct desk research, reviews and analyses relating to crises and EPR-related issues • Support in the synthesis and production of Gulf of Guinea contextual risks analysis working closely with monitoring and evaluation team. •Support protection and accountability to affected populations through regular field missions and community engagement activities. •Support the in the design and implementation of knowledge management strategy.
 

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University Degree in Public Administration
Experience:
Minimum of two years of experience in Emergency Preparedness Response preferably in the humanitarian or international development context.
Knowledge & Skills:
•Ability to work independently and as part of a team
•Strong leadership skills and a supportive management style.
•Demonstrated coordination of multiple teams, organizations, and activities concurrently.
•Well organized, detail-oriented, and able to prioritize and manage multiple tasks simultaneously with minimal supervision.
•Experience in Data Analysis
•Good communication skills
 

Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language) is preferable.
