About the Region

The Europe and Central Asia Regional Office (ECR), based in Geneva, is responsible for the effective management, coordination and oversight of UNOPS operations across the region. The ECR region spans the Western Balkans, Ukraine and Eastern Europe, Central Asia, South Caucasus, and Türkiye, where UNOPS works with partners to achieve sustainable impact in health, education, environmental management, housing, rule of law, good governance, economic development, and social inclusion. About the Country/Multi-Country Office

Since opening in 2019, the UNOPS Austria Multi-Country Office (AUMCO) in Vienna has served as a hub for operations across 12 countries in South-East Europe, Türkiye, the South Caucasus, and Central Asia. AUMCO delivers technical expertise, operational support, and sustainable infrastructure solutions for governments, donors, and international financial institutions. Flagship initiatives include Blueing the Black Sea—a GEF and World Bank partnership to reduce pollution and promote sustainable development—and Türkiye’s post-earthquake recovery programme, enhancing protective services for women and children. In Albania, projects revitalise cultural heritage and advance digital justice, while in Kosovo, new university infrastructure supports higher education. In Georgia, AUMCO facilitates the Eastern Partnership European School and strengthens rule of law and digital health access. Across Central Asia, activities range from health system strengthening in Uzbekistan to hazardous waste management in Tajikistan. AUMCO also supports UNOPS’ global Water, Environment, and Climate portfolio, reinforcing its role as a regional and thematic centre of excellence.

About the Project Office

Since establishing its presence in Tashkent in 2023, UNOPS has been supporting healthcare infrastructure and service delivery across Uzbekistan. Key initiatives include: - COVID-19 Emergency Response – Strengthening resilience to pandemics by upgrading over 150 Sanitary-Epidemiological Committee facilities. The project delivers infrastructure improvements, diagnostic equipment, an ICT-based national epidemiological surveillance system, and expanded patient treatment capacity. - Oncology Services Development – Enhancing access to quality cancer care by equipping 14 regional hospitals with advanced medical, diagnostic, radiological, and ICT tools, establishing a national cancer registry, and providing capacity building for medical staff. - Hospital Infrastructure Design in Kashkadarya – Supporting healthcare reform through feasibility studies, site investigations, and technical designs for new hospitals in Karshi and Beshkent, aligned with national and international standards. Through these efforts, UNOPS is helping Uzbekistan strengthen its health systems and improve the quality of care for its citizens.

Job Specific Context

This position operates within a dynamic healthcare environment, supporting critical ICT infrastructure projects aimed at strengthening healthcare service delivery across Uzbekistan. The role is essential in providing technical support, managing ICT contracts, and facilitating effective communication between UNOPS, the Ministry of Health, and other key stakeholders. The ICT Analyst will contribute to the successful implementation of ICT solutions that enhance healthcare services and improve patient outcomes.

Role Purpose

Under the direct supervision of the Partnership Advisor, the ICT Analyst is responsible for efficient and effective ICT management and support, ensuring the successful technical implementation of ICT projects, effective management of ICT contracts, and smooth liaison between stakeholders.

Functions / Key Results Expected

1. ICT technical implementation


  • Support the supervisor to conduct stakeholder analysis and mapping exercise and document key personas, priorities and interests as well as technical capacity.


  • Assist with the landscape analysis against the captured requirements to assess options available in country / region as well as off-the-shelf solutions.


  • Attend meetings with partners and other stakeholders and engage in discussions on identifying the user requirements, development, operation and maintenance of the IT products.


  • Prepare clear and concise specifications and documentation that communicates requirements to service providers using industry standard approaches.


  • Review technical plans prepared by partners and provide comment on feasibility and soundness of the proposed plans


  • Undertake unit and other forms of technical testing of business applications, ensuring that business applications work as intended and provide support in ensuring the applications are optimized in terms of performance and usability.


  • Suggest new approaches and/or tools that may be used to improve testing.


  • Adequately document all work activities, including specifications and test plans.


  • Contribute through evidence-based opinions during technical sessions with external developers and vendors and provides feedback to the supervisor on established design standards.

2. ICT contracts and evaluation


  • Contribute to development of technical specifications (ToR) for the procurement and delivery of IT products and solutions, including cost estimation.


  • Supporting vendor evaluation and selection process.


  • Support the supervisor to design optimal delivery and payment schedules to ensure iterative release of functionality.


  • Monitor and evaluate performance of service providers / suppliers.


  • Assist on contractual process, evaluations, selections and management of ICT vendor contracts.

3. Liaison


  • Support the smooth liaison between UNOPS and the project team, Ministry of Health,  Republican Oncology and Radiology Center, local government officials, national and international consultants and stakeholders, by maintaining regular contact and networking.


  • Help navigate and maintain good relationships among the ministerial staff, national and international consultants, and local government officials and other key stakeholders associated with the ICT component of the project.


  • On the instruction from the supervisor, relay instructions and messages to contractors, technical studies and service contractors, national and international consultants in a prompt manner.


  • Organize meetings, events and activities called for by the project such as technical workshops for ministerial staff, informational sessions with stakeholders, sensibilization and mobilization sessions in selected sites, and participate in capacity building workshops for local government authorities.


  • Maintain detailed and accurate record of meetings including agendas, meeting minutes, follow-up/action points.


  • Follow up of document approvals by concerned authority in a timely manner and consistently and keep supervisor updated as required


  • Acting as a focal point for the project on behalf of the supervisor, relating to liaising needs of the various consultants, contractors, and ministries involved on the project, particularly in the local languages.


  • Support the supervisor  to consolidate and report on key performance indicators obtained from local service groups.


  • Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building.

4. Knowledge building and knowledge sharing


  • Organize, facilitate and/or deliver training and learning initiatives for personnel related to efficient and secure use of ICT systems and services.


  • Provides sound contributions to knowledge networks and communities of practice by synthesizing lessons learnt and dissemination of best practices.


  • Collect feedback, ideas, and internal knowledge about processes and best practices and utilize productively.


  • Liaise with relevant MCO, HQ and UN system units to exchange information and follow up on pending issues.


  • Provide and manage training program workflow, procedures, and documentation, including resource requirements (e.g. equipment, trainers, etc.), risk assessments, and mitigation measures.

Education Requirements

Required

  • Bachelors degree or equivalent in Information Technology, Computer Science, or a related field. With 2 years of relevant experience.
