The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

WJCF is an Indian not-for-profit entity, registered under Section 8 of the Indian Companies Act 2013, and has an affiliation agreement with the Clinton Health Access Initiative (CHAI). Our mission is to save lives and improve health outcomes in the country by enabling the government and private sector to strengthen and sustain quality health systems. WJCF has partnered with the Ministry of Health & Family Welfare and state health departments since 2007, providing technical and operational support across key health priorities, including infectious diseases (COVID-19, hepatitis, HIV, TB, vector-borne diseases), non-communicable diseases (cervical cancer, diabetes, sickle cell disease), maternal and child health (anaemia, immunisation, diarrhoea, pneumonia), sexual and reproductive health, health insurance and digital health (AB PM-JAY, ABDM), oxygen and hypoxemia management, safe drinking water, and climate and health.

Programme Overview:
Presbyopia is an age-related condition characterized by the gradual loss of the ability to see objects clearly up close that affects over one billion people globally. It is estimated that approximately 150 million live with uncorrected presbyopia in India. When unaddressed, presbyopia severely impacts daily life and job performance, particularly in occupations requiring clear near vision. Unaddressed presbyopia is estimated to adversely impact India's GDP by $14 billion annually. Presbyopia can be corrected with near vision glasses (also known as reading glasses) which has shown to increase income by 28% and productivity by 30%.
The National Program for Control of Blindness and Vision Impairment (NPCBVI), launched by the Government of India in 1976, has evolved to address not only blindness from cataracts but also the burden of refractive errors. NPCBVI mandates for effective screening and management of presbyopia as part of its refractive-error interventions with the larger aim to enhance the quality of life for older adults and contribute to national goals of equitable eye-care access. In line with these priorities, the William J. Clinton Foundation (WJCF) is conducting a pilot project in rural areas of Madhya Pradesh to improve access to presbyopia care through a decentralized model.
Project Background:
The William J. Clinton Foundation (WJCF) aims to strengthen the public health system’s readiness and capacity to expand access to presbyopia care by integrating eye screening and on-site dispensation of near vision glasses within primary healthcare settings. To advance this objective, WJCF is piloting decentralized presbyopia care in a district of Madhya Pradesh. The pilot is focusing on generating operational learnings, implementation insights, and evidence-based approaches that can inform scalable models for state-wide adoption. As part of the initiative, WJCF is supporting the capacity building of healthcare workers—including primary-level staff and frontline health workers—on presbyopia identification, screening protocols, counselling, and referral pathways, thereby strengthening the delivery of comprehensive eye-care services at the primary-care level. These efforts are complemented by community engagement and awareness activities designed to improve understanding of presbyopia, encourage timely care-seeking, and enhance the uptake of near-vision correction and comprehensive eye care.
Position Summary:
WJCF is looking to hire a State Program Coordinator to supervise and support the on-ground implementation of presbyopia program in Madhya Pradesh. The role requires ability to drive project delivery in close collaboration with field coordinators and government officials. The state program coordinator will be responsible for effective implementation of all components of the program in the pilot geography. We are seeking a highly motivated, entrepreneurial individual with outstanding program implementation capabilities. The candidate must be able to function independently and have a strong commitment to excellence. - Help design operational plans and implement them in coordination with district and block Coordinators.
- Manage relationships with government and non-government stakeholders at the state and district level.
- Support the rollout of data reporting, monitoring, and evaluation tools to track program performance.
- Facilitate collection and analysis of facility- and community-level data to identify field-level gaps and improvement areas.
- Conduct training sessions for healthcare workers using standardized training materials and eye-screening protocols.
- Support implementation of forecasting and inventory management plans, including rollout of stock monitoring tools and dashboards to ensure uninterrupted commodity supply.
- Prepare documentation and communication materials such as reports, briefs, and updates for government, donor, and other stakeholders.
- Travel at short notice to pilot sites, as required.
- Perform any other responsibilities assigned by the program leadership.
- Bachelor’s degree in economics/public health/business or a related field and a minimum of five years of professional experience in supervision of program implementation from the state level.
- Proven ability to communicate effectively and engage with government officials and community stakeholders.
- Experience in data collection, analysis, and utilization for program evaluation and decision-making.
- Working knowledge in MS Office.
- Entrepreneurial mindset with demonstrated ability to work independently on complex projects and solve challenging problems, in a high-pressure, fast-paced environment
- Demonstrated ability to multi-task with a strong commitment to excellence.
