ACCOUNTABILITIES/RESPONSIBILITIES:

Based in the Field Office, Programme Associate will work under the direct supervision of the Head of Programme in the Field Office and in close coordination with Country Office (CO) relevant functional units and Field Office Programme unit. The incumbent will support Cash Based Transfers (CBT) and implementation at the WFP Field Office level. The incumbent will also support external CBT partnerships/engagements including Government and other humanitarian partners in areas related to the Field Office.

MAIN ACTIVITIES ARE HIGHLIGHTED BELOW:

The Programme Associate will be responsible for the management of overall Cash-Based Transfer activities at the Field Office level including but not limited to:

1.    Provide technical support and assist in the development and implementation of various activities and processes within Cash Based Transfer (CBT) activities supporting alignment with wider programme policies and guidelines. 
2.    Provide specialized project management support to CBT and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures. 
3.    Within CBT, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
4.    Ensure and/or perform accurate, timely recording of data within CBT activities (e.g.        mission reports, verify distribution plans etc.…) and consistency of information presented to stakeholders. 
5.    Liaise with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities. 

6.    Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance. 
7.    Support the capacity building of WFP staff, cooperating partners, and national government within CBT activities.
8.    Act as a point of contact for resolution of a range of operational queries and problems relevant to CBT activities. 
9.    Oversee and/or review the work of other support staff, providing practical advice and 
guidance, to contribute to delivering objectives to agreed standards and deadlines. 
10.    Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

QUALIFICATIONS REQUIRED:
Education:    
•    University degree in the fields of business administration, public administration, international development, or any other relevant field. 

EXPERIENCE DESIRED:    
•    Minimum 5 years of experience in project management, business management, and business modelling.
•    Experience of drafting Project Management Documents, Standard Operating Procedures (SOPs), and Project Implementation Plans 
•    Experience in leading teams, 
•    Work experience in one of the United Nation agencies, and preferably with WFP is a plus but not a must.


Knowledge & Skills:
•    Leadership skills coupled with Information management systems.
•    Strong written and oral communication skills, 
•    Field experience in Afghanistan.
•    Computer skills in Word processing, Excel, PowerPoint, typing English/Pashto/Dari


Languages:
•    Ability to write and speak in English, as well as Dari and Pashto.
