Background
The Logistics & Procurement Officer is a strategic position in support functions in following procurement of goods and services according to NRC’s & donors rules and regulations of procurement. He/she ensures speedy procurement of goods and service on the right, right quantity with specifications according to purchase requisitions to urgently support the affected population.
Roles and responsibilities

The Logistics and Procurement Officer is responsible for all procurement of goods and services in Jonglei state.
Generic Responsibilities
“Provide up to 10 main responsibilities that would apply generally, not just in the current situation since they are generic and consistent over time independent on the country context and the holder of the position. Also include the standard required generic responsibilities listed below”.
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement delegated procurement support function portfolio according to plan of action
Prepare and develop status reports as required by management
Ensure proper filing of documents
- Promote and share ideas for improvement of the support function
Specific responsibilities:
Provide guidance and advice to program team on procurement policies related issues at field level.
Ensure timely delivery of goods and service according to specifications in the purchase requisitions.
Enforce transparent and open procurement process for NRC to obtain the best value for money.
Implement internal controls and procedures designed to ensure strict compliance with NRC Logistics Handbook.
Ensure all Purchase Requisitions from the field are well tracked in the system and share status of PRs with programs and management weekly.
Ensure supplier database is updated and NRC has a list of diversified competitive vendors; nonperforming vendors are blacklisted in order to avoid loss.
Perform performance management for procurement team.
Ensure Digital Procurement System (DPS) is setup and functioning in the state and engage suppliers and service providers on DPS.
Monitor and record assets movement and allocations
Set clear performance objectives in the system and monitor process to meet deadline.
Adhere to any other duties and responsibilities as delegated by the line manager.

Generic professional competencies
Minimum of 5 years’ experience in logistics and procurement preferably with an international NGO in emergency or post-conflict context.
Degree in Logistics and supply chain systems management, development studies, or related field.
Previous experience from working in complex and volatile contexts.
Documented results related to the position’s responsibilities.
Good command of English, both written and spoken, Arabic and local languages are advantage.
Proficiency in standard Microsoft Office applications (Word, Excel, PowerPoint, Outlook) required; experience with Microsoft 365 collaboration tools (e.g., SharePoint, Teams, OneDrive, Planner) is an asset.
Context related skills, knowledge and experience
Humanitarian Context of Jonglei: Deep understanding of the socio-political and security dynamics in Jonglei State, including familiarity with inter-communal conflict patterns, displacement trends, and their impact on data collection and program monitoring.
Logistical Adaptability: Practical knowledge of challenges to road accessibility and security concerns related to delivery of goods and services in field locations in Jonglei.
Stakeholder Engagement: Experience in engaging local suppliers and service providers, local authorities in regard to logistics and procurement policies in NRC.
Inter-Agency Coordination: Coordinate with other humanitarian organizations including Logistics Cluster to support on delivery of project items to hard to reach locations.
