Organizational Setting and Reporting Relationship
The position of Operations Specialist is assigned to the Office of the Director General (CWOD) within the Central and West Asia Department (CWRD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to the Deputy Director General, CWRD and will oversee junior team members.
Your Role
As an Operations Specialist, you will contribute to CWRD's operational effectiveness by enhancing the quality, rigor, and efficiency of departmental processes and outputs. You will provide high‑quality analytical support for management decision‑making, strengthen operational document quality, lead improvements in workflows, data systems, and knowledge management, and support the adoption of digital tools to improve operational performance.
You will:
- Prepare clear, evidence‑based management briefs, presentations, talking points, and reports to support CWRD management's strategic oversight and decision‑making.
- Enhance the quality and consistency of briefing materials by developing practical guidance, refining workflows, and maintaining effective tracking systems.
- Conduct quality reviews of selected project and operational documents to ensure clarity, accuracy, and alignment with policies, guidelines, and operational standards.
- Provide high‑quality analytical inputs to corporate reporting requirements, departmental planning processes, and operational reviews.
- Assess internal workflows and business processes, identify constraints, and recommend well‑supported improvements to enhance operational efficiency and effectiveness.
- Develop and implement operational tools—including templates, checklists, and guidance notes—to promote quality, consistency, and efficiency across departmental outputs.
- Oversee and enhance CWRD's information database and knowledge systems to strengthen data structure, accessibility, usability, and knowledge sharing.
- Improve data quality, organization, and reporting processes to support more reliable, timely, and evidence‑based decision‑making across CWRD.
- Support the adoption of digital and AI-enabled solutions to enhance data management, workflow processes, reporting efficiency, and overall operational performance.
- Perform other tasks aligned with the work plan and evolving departmental priorities.
Qualifications
You will need:
- University degree in Economics, Finance, Engineering, or other related fields preferably with post-graduate level or its equivalent.
- At least 6 years of relevant professional experience in international setting. Experience in Central and West Asia region will be an advantage.
- Good knowledge and hands-on experience in multilateral development bank's operational procedures and business process covering programing, project preparation and processing, project implementation and portfolio management, and operation evaluation.
- Knowledge of sector or thematic operations.
- Written and verbal proficiency in English.
- Knowledge in commonly used software for word-processing, spreadsheets, presentation, and graphics.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
