Organizational Setting and Reporting Relationship
The position of Procurement Specialist is assigned to the Procurement Division (PFP) within the Procurement, Portfolio, and Financial Management Department (PPFD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to Director, PFP and will oversee junior team members.
Your Role
As a Procurement Specialist, you will complete a variety of tasks, covering all or a combination of the following responsibilities: (i) help complete country procurement diagnostic assessments and assist governments in the design and implementation of activities to strengthen their country systems; (ii) conduct project procurement due diligence, and help develop procurement strategies and project implementation arrangements that are fit-for-purpose and will deliver value-for-money outcomes; (iii) advise on contract management issues in the procurement of goods, works and services, including those using the Federation Internationale des Ingenieurs-Conseil (FIDIC) suite of contracts; and (iv) develop knowledge products on procurement, participate in business outreach, and deliver training on procurement.
You will:
- Conduct country, sector, and project-level procurement risk assessments and help develop mitigation measures, procurement strategies, and implementation arrangements for investment projects.
- Lead procurement design, review, and implementation during the processing, administration, and evaluation of loan and technical assistance (TA) projects. This includes advising on procurement approaches, reviewing procurement activities, and ensuring compliance with ADB procurement procedures.
- Advise on contract management and the application of FIDIC and other contract forms, including the review of bidding and contract documents for goods, works, and services.
- Process and administer procurement-related TA projects and contribute to the development of procurement policies, directives, guidance, and good practices.
- Support the digital transformation of procurement through e-procurement programs, procurement data analytics to strengthen decision-making and procurement strategies within ADB and its developing member countries.
- Deliver procurement training and capacity-building programs for ADB and government staff to strengthen procurement capability and knowledge of ADB procedures.
- Provide guidance to reporting staff, including performance oversight, work planning, and staff development.
Qualifications
You will need:
- A University degree in Business Administration, Economics, Engineering, Public Procurement, Public Policy, Law or other related fields; preferably at post-graduate level or equivalent.
- At least 6 years' relevant experience in procurement, project management, or other related areas, including international experience working in several countries.
- Work experience in agriculture, energy, education, health, transport, and water and urban sectors.
- Written and verbal proficiency in English and local language (as applicable).
- Preferably familiar with multilateral development banks' procurement policies.
- Demonstrated experience leading projects and conducting knowledge sharing sessions.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
