Project Context and Scope
The consultant will work under the day-to-day supervision of the Protection Programme Manager and in close coordination with the Head of Programmes. The consultant is expected to operate with a high degree of autonomy while aligning outputs with IOM and interagency coordination standards.
Responsibilities
Lead and facilitatethe monthly coordination meetings of theMigrantResponse Working Group,coordinatingpartners’operationalresponseto support vulnerable migrants in Lebanon, in addition to any other coordination groups and mechanisms that derive fromit.
Organizeandmaintainregularcoordinationmeetingsatnationaland,if applicable, sub-national level with sector partners, migrant-led organizations and networks, nationalauthorities, HCT members and donors, as required and advise the ISCG to ensure a coherent and coordinated operational response to migrants.
Incoordinationwithsectorpartners,serveas a key coordination interfacewithUN agencies,national authorities and other in-country coordination mechanisms on overall issuesofconcernregardinghumanitarianassistancetomigrants.
Support efforts to strengthen and develop the capacity of the Migrant Working Group, and Protection Sector partners and the national authorities to respond to migrants’ humanitarianneeds.
Ensure that migrants’ needs and response proposed by partners have been mainstreamed into other sectors (i.e., health; nutrition;education; food security; and child protection andgender-based violence).
Develop strategic relationships with key institutions and stakeholders and build partnerships to coordinate the response to the migration situationasstipulatedintheLRP,includingbybuildingstrongalliances with civil societypartners, research institutions and interest groups.
Support engagement with donors missions and facilitate coordination of donor missions, advocating for donorstofundLRPpartnerstocarryoutactivitiesunderthevariousthe areas ofintervention.
Provide leadership for the preparation of necessary guidance and normative work, the adaptation of relevant policies, contingency plans, guidelines, and technical standards as well as other sector specific productsinthecontextofmigrantneedsandmigrationflows.
AssessprogressagainsttheMigrantResponse Working Groupobjectivesandensurehigh qualityofdeliverables.Support consolidatedreportingandtracking ofpartner inputs.
Contribute to and strengthen existing monitoring mechanism to review impact of the broader LRP progressimplementation.
Provide support to IOM’s Protection program, with a focus on localization, community-based protection, and strengthening partnerships. This includes fostering collaboration with local actors, promoting participatory approaches, and enhancing the capacities of community-based organizations through the partnership unit.
Perform other duties as may beassigned.
- Monthly Migrant WG coordination meetings convened and minutes shared
- Updated mapping of migrant partners and services (quarterly)
- Inputs to LRP planning, monitoring, and reporting processes
- Consolidated situation updates / briefing notes (as required)
- Support to inter-sector coordination (ISCG inputs, as requested)
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in public policy, Social/Political Science, Research, Project Management, International [SE1] Relations, International Development, or a related field from an accredited academic institution with five years of relevant professional experience; or
-
University degree in the above fields with seven years of relevant professional experience.
Experience
Experience in coordination of emergency humanitarian operations, management andplanning;
Substantial experience in reporting on projects with large-scale donations, withexperienceinthefieldofresearch,monitoringand/orevaluation;
Proven experience with strategic planning approaches, monitoring, budget control, project development and reportwriting;
Previousexperienceworkingonsocialprojects,suchasstrengtheningsocial inclusion and promoting the rights of migrants andrefugees.
Skills
Solid analytical and draftingskills;
Proven experience in writing proposals andreports.
Leadership in partnership building and consensualdecision-making;
Solidknowledgeinprogramplanningandimplementationofobjectives;
Excellent internal and external communicationskills.
The consultant is expected to adhere to IOM’s code of conduct and humanitarian principles, including accountability to affected populations, protection mainstreaming, and do-no-harm approaches
Languages
For this consultancy, Fluency in English is required (oral and written). Working knowledge of Arabic is considered an asset.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
