ORGANISATIONAL CONTEXT/BACKGROUND

In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean’s capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing.  In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.

This position is based in Bridgetown, Barbados and reports to the Head of VAM and M&E team.



Job Purpose:

To support the implementation of monitoring and evaluation systems and processes that ensure quality data, analysis and reporting for effective decision making, accountability and learning in line with WFP standards and the Country Strategic Plan.



KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

1. Support the development of monitoring, review and evaluation plans by providing inputs that generate relevant information for tracking results under the Country Strategic Plan and other global or regional frameworks, in line with WFP monitoring and evaluation requirements.

2. Prepare monitoring and evaluation related budget inputs and flag resource needs to the line manager to inform planning decisions.

3. Contribute to the operationalisation of Regional Monitoring and Evaluation Strategies by supporting data collection, documentation and basic analysis, under the guidance of senior M&E staff.

4. Support evidence-based decision making by compiling, cleaning and analysing monitoring data, drafting sections of monitoring or review reports, and contributing to the production of user-friendly products that make findings accessible to programme teams.

5. Support WFP Management in tracking follow up actions to monitoring, review and evaluation recommendations, ensuring updates are documented and shared with the supervisor.

6. Contribute to strengthening M & E capacity of WFP staff and cooperating partners by supporting training preparation, delivering basic orientations and facilitating information sharing.

7. Provide inputs to the line manager on monitoring, reporting and evaluation frameworks involving government and inter-agency partners, including those linked to national development priorities or UN cooperation frameworks.

8. Ensure that protection, accountability to affected populations and gender considerations are integrated throughout monitoring activities, in line with WFP corporate commitments.

9. Support the development of the Theory of Change during Country Strategic Plan design or revisions by contributing to the documentation of expected results, assumptions and risks.

10. Support compliance of monitoring systems, tools and data collection processes in the Country Office with corporate standards, including Minimum Monitoring Requirements, Standard Operating Procedures and the corporate results framework, in coordination with the line manager.

11. Draft periodic monitoring reports summarizing results and implementation progress, and contribute to basic data analysis to highlight key trends and issues.

12. Provide support to mid-term reviews, thematic reviews and learning exercises by contributing data, documentation and preliminary analysis for internal learning and decision making.

13. Other duties as required.
 

OTHER POST REQUIREMENTS:

WFP provides emergency response support to the 22 English and Dutch-speaking countries in the Caribbean as needed. In this role, the incumbent may be required to:

  • Support the Unit's emergency response activities.
  • Deploy to affected countries to assist with Unit operations as required.
  • Work beyond regular working hours to support emergency response efforts.


 

MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education: Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Experience: At least one (1) year of relevant professional postgraduate experience including monitoring and evaluation activities. Experience using a variety of quantitative and qualitative analytical tools and methods.

Knowledge:

  • Understanding of monitoring, data collection and analysis methods, and ability to apply WFP’s Minimum Monitoring Requirements and CRF tools with guidance.
  • Ability to compile, clean, organize and interpret data to support programme decision-making.
  • Strong organizational and planning skills, with the ability to follow established procedures and meet deadlines.
  • Ability to communicate clearly with programme teams, cooperating partners and government counterparts.
  • Familiarity with digital data collection tools (e.g., ODK/Kobo) and proficiency in MS Excel and other analytical tools.


Language: Fluency (level C) in English language.

Who Can Apply?

  • This position is open to nationals of Barbados and CARICOM member states and associate members. CARICOM Nationals applying for National position outside of their home country bear sole responsibility for required actions or expenses related to relocation, accommodation, repatriation and any other living expenses, etc. A CARICOM Skilled National Certificate is a pre-requisite of employment for successful candidates who are not from the country for which the position is advertised.

  • Duration on Contract: 12 months. This contract is eligible for extension. Extension of contracts will be based on satisfactory performance and operational requirements. There will be a 12-month probationary period upon appointment to the role.
  • Duty Station: Bridgetown, Barbados
  • Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such full medical clearance will be required.
