Organizational Setting
The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA's technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme.
The objective of PACT is to assist Member States, within the IAEA's one-house approach to cancer control and working closely with regional Divisions in the Department of Technical Cooperation as well as other relevant Departments and Offices, to introduce, expand and improve their cancer care capacity by integrating radiotherapy into a comprehensive cancer control programme that maximizes its therapeutic effectiveness and public health impact. The Division of PACT is headed by the Director PACT, who reports to the Deputy Director General of the Department of Technical Cooperation.
Main Purpose
Under the overall direction of the Director of PACT and the direct guidance of the Section Head, PACT Cancer Control Review and Planning Section (SH-PACT-CCRPS), the consultant produces specific deliverables related to the planning and implementation of PACT activities in the overall context of the IAEA's Technical Cooperation Programme, and under the framework of the partnership agreement between the IAEA and St. Jude Children's Research Hospital.
The consultancy work will be carried out within the scope of the IAEA collaboration with external partners focusing on improving access to quality radiation medicine services and supporting countries to strengthen evidence-based planning of national childhood cancer programmes. The work will contribute to ensuring sustainability of diagnostic imaging and radiotherapy services as part of comprehensive care for children with cancer.
The consultant's work will result in several outputs related to comprehensive cancer control in Member States, including low- and middle-income countries (LMICs).
Functions / Key Results Expected
As per the joint workplan for collaboration agreed with the St. Jude Children's Research Hospital, the consultant will:
* Produce background analysis and write reports on the comprehensive cancer control situation of LMICs, on the basis of existing or new data in low- and middle-income countries.
* Prepare documentation for meetings of experts and stakeholders on comprehensive cancer control in LMICs.
* Contribute to working groups, reports, and country missions within the context of Rays of Hope for childhood cancer, under the collaborative efforts of IAEA with St Jude Children's Research Hospital.
* Produce documentation, data management tools, and presentations on national comprehensive cancer control planning, including resource materials on childhood cancer for various stakeholders.
* Analyze and prepare reports on country's progress in cancer control planning, in particular in countries which have received IAEA support.
* Produce updates and analysis of health systems in LMICs as pertains to comprehensive cancer control and childhood cancer.
Qualifications and Experience
* University degree in public health, health economics, international development, public/business administration or management, or fields related to non-communicable diseases.
* Minimum of five years of progressively responsible experience in programme development and management, preferably in an international setting and with a focus on health.
* Previous experience in the development of professional service offerings and/or programme design, implementation, monitoring and evaluation highly desirable.
* Very good understanding of the context and development needs in low- and middle-income countries, particularly in the health and cancer sector.
* Experience in developing data management tools and producing methodologies or related guidance documents for public health institutions.
* Experience in programme or project management in the areas of NCDs, cancer control, and/or childhood cancer; or child health programmes at global, regional or country level.
* Excellent oral and written command of English with proven record of report writing or publications relevant to this vacancy.
* Knowledge of other official IAEA languages, in particular French and Spanish will be a strong asset.
Remuneration
The remuneration for this consultancy is a daily fee of up to a maximum of ⬠300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
