Mission and objectives
The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safe-guard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to re-turn home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).te
Context
Ethiopia hosts one of the largest refugee populations in Africa. UNHCR, together with the Government of Ethiopia and a wide range of partners, is scaling up sustainable, climate smart, and market driven livelihood opportunities for refugees and host communities. The country’s vulnerability to climate change, environmental degradation, and limited access to sustainable energy sources significantly affects the protection environment, socio economic inclusion, and self reliance of persons of concern.
UNHCR Ethiopia is implementing green livelihoods and renewable energy initiatives that align with the Global Compact on Refugees (GCR), and national commitments to expand access to safe, reliable, and affordable renewable energy. To strengthen coordination, monitoring, and technical support for these programmes, UNHCR seeks an Associate Programme Officer specializing in Green Livelihoods and Renewable Energy.
This position is identified as a priority for JICA funding due to its relevance to climate action, resilience building, and sustainable development.
The assignment aims to:
• Strengthen evidence based programming in green livelihoods and renewable energy.
• Enhance partner coordination and support implementation in field locations.
• Contribute to resource mobilization and donor reporting.
• Promote the integration of climate smart and market driven approaches across pro-grammes.
