Job Description

Under the overall supervision of the Emergency Coordinator and direct supervision of the Programme Coordinator WASH, the candidate will support the successful implementation and management of water and sanitation activities. (S)he will provide her/his technical support for the implementation of WASH activities at the entry and transit points of Haitian/Dominican border. The incumbent will be a member of the WASH team, based in Belladere, tasked to implement the IOM WASH projects, while working in coordination with multidisciplinary teams at the border to ensure that WASH interventions are aligned with ongoing migrant assistance activities and operational priorities.

Responsibilities

  1. Assist in the implementation and monitoring of project activities for improving WASH facilities and services at Points of Entry, including reception and transit centers in border areas, such as rehabilitation of water network and water sources, rehabilitation of water and sanitation facilities, basic hygiene promotion activities, water trucking management.

  2. Assist in monitoring work of implementing partners and contractors/service providers (e.g., desludging, water trucking, rehabilitation works) and report non-compliances to the supervisor, with particular attention to adherence to technical standards, timelines, and protection-sensitive WASH requirements.

  3. Participate in technical assessments and analysis of the data collected for the implementation of WASH activities, including rapid assessments in border areas with high population turnover and limited infrastructure.

  4. Assist in planning the project intervention and prepare cost estimates for the activities. 

  5. Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions. 

  6. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation, and other forms of documentation. 

  7. Verify constructions and activities are completed to a satisfactory standard before final payment is authorized, including regular site visits to reception and transit centers and validation of WASH infrastructure functionality (water supply, sanitation systems, waste management). 

  8. Ensure regular communication with beneficiary communities to explain the objectives, activities, and expected outcomes of WASH projects, using clear, context-appropriate messaging adapted to mobile and short-stay populations.

  9. In coordination with the Operations team, collaborate with local leaders and community organizations to ensure acceptance and buy-in for WASH activities,

  10. Perform other related duties as assigned.

Qualifications

EDUCATION

University degree in Civil Engineering, Environmental Engineering, Geology or a related field from an accredited academic institution with three years of relevant professional experience

or

School diploma in the above fields with five years of relevant experience

EXPERIENCE

  • Experience in the implementation of WASH activities to provide life-saving assistance to affected populations in Haiti

  • Experience in hygiene promotion

  • Experience in the design and implementation of WASH infrastructure, including procurement and contract management.

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; 

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

  • Experience in water network and borehole

SKILLS

  • Good level of analytical skills.

  • Computer literacy in office automation, computer aided engineering design and geoinformatics software. 

  • Excellent communication skills; capable to share ideas and explain results to all levels of the Organization and stakeholders

  • Ability to coordinate basic communitylevel followup with HP staff and relay field observations to strengthen implementation quality

  • Able to work autonomously while proactively anticipating and addressing needs
