Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Program Background
Following the successful introduction of the 6- month injectable PrEP product Lenacapavir, in Zambia in December 2025, CHAI has taken up a Technical Assistance (TA) partner role to the Ministry of Health (MoH). This work will be guided by the PrEP roll out plan, which will also incorporate a research and evidence-based implementation study that is aimed at contributing to global knowledge on PrEP implementation in low- and middle-income countries.
In line with this, CHAI has prioritized technical assistance needs in HIV service delivery, implementation support, research, and documentation — supporting the MOH to address the following four priority intervention areas articulated below:
- Sustaining the HIV program, with a focus on proven HIV treatment and prevention interventions. To ensure that the gains made in the HIV space over the years are not reversed given the changes to the HIV funding landscape in 2025 and beyond
- Technical Assistance to facilitate the rollout of injectable PrEP in close collaboration with the UTH- HAP
- Support Improved PrEP Service Delivery ensuring that delivery channel readiness, capacity building for healthcare workers, and rollout and effective implementation of policy documents
- Support in effective collaboration with other stakeholders in the PrEP roll out program
- Support effective community engagement and demand generation for PrEP including development and implementation of strategies.
Position Overview
The Program Officer, HIV Prevention will provide technical, analytical, and operational support to the HIV prevention programs under the guidance of the Program Manager, HIV, and Health Systems Integration. The role focuses on supporting all HIV prevention program implementation activities, data management, partner coordination, documentation, learning, monitoring and evaluation of HIV Prevention activities to enable effective national and sub-national level efforts.
Technical and Program Implementation Support
- Provide technical and operational support to HIV prevention programs, with a focus on PrEP, and integrated combination prevention approaches.
- Support the execution of program components to ensure timely delivery of key outputs, including coordination of implementation activities across national and sub-national levels.
- Contribute to strengthening coordination and integration of HIV prevention services within broader national health programming.
- Provide support to MoH on implementation of community engagement and demand generation strategy.
Planning, Work plan Development, and Program Monitoring
- Support implementation, documentation and routine monitoring of HIV prevention work plans.
- Assist in tracking progress against planned activities, identifying implementation bottlenecks, and escalating issues for resolution.
Stakeholder Coordination and Systems Strengthening
- Support cross-sector collaboration with the Ministry of Health, UTH-HAP, international and national HIV prevention stakeholders to strengthen coordination and scale-up of HIV prevention strategies.
- Provide technical assistance in supporting partner coordination platforms to enhance alignment and sustainability of HIV prevention interventions.
Knowledge Management, Documentation, and Learning
- Support knowledge management processes, including documentation, synthesis, and dissemination of HIV prevention program outcomes.
- Develop knowledge products such as case studies, abstracts, toolkits, and implementation briefs for national and global dissemination.
- Support the systematic capture and sharing of lessons learned to inform program progress and policy dialogue.
Program Reporting, Donor Support, and Communications
- Support preparation of donor reports, program updates, and communication materials in line with reporting requirements.
- Contribute to donor engagement processes, including data compilation, narrative reporting, and tracking of deliverables.
- Support timely communication of program implementation and results to internal and external stakeholders.
- Assist in ensuring that all program deliverables are met in line with donor agreements and CHAI standards.
Capacity Building and Technical Assistance
- Provide technical assistance to MoH, stakeholders and implementing partners in HIV prevention planning, implementation, and monitoring.
- Support development of training materials and tools to strengthen HIV prevention programming capacity at national and sub-national levels.
- Contribute to capacity-building initiatives aimed at improving program management, documentation, and knowledge dissemination practices among government counterparts.
Operational Support and Program Administration
- Support coordination of program budgeting inputs, work planning, and operational tracking under supervision.
- Assist in ensuring smooth implementation of program activities across multiple stakeholders and geographic areas.
- Provide logistical and administrative support for meetings, workshops, and field activities related to HIV prevention programming.
- Perform any other related duties as assigned for effective program delivery.
- Bachelor’s Degree in Public Health or Social Sciences
- A Master’s Degree will be an added advantage
- A minimum of 3–5 years’ experience in HIV programs, health systems strengthening, or public health implementation
- Experience engaging with MOH, development partners, government officials, donors and regulatory bodies
- Strong analytical background—modelling, data analysis, costing, or operational research
- Excellent communication, diplomacy, and documentation skills.
