Job Specific Context
The Finance Senior Associate reports to the Financial Specialist who is heading the General Ledger Team within the Financial Statements and UNBOA Relations unit based in UNOPS Bangkok, and provides broad supervision and guidance. The Finance Senior Associate is responsible for efficient financial resources management and the provision of accurate, thoroughly researched and documented financial information and transparent utilization of financial resources. He/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues. The Finance Senior Associate promotes a client-oriented approach consistent with UNOPS rules and regulations.
Role Purpose
The Finance Senior Associate provides accounting, budget administration, cash management and financial reporting support to ensure efficient and compliant financial operations. The incumbent performs a wide range of financial transactions with a high degree of accuracy, ensuring compliance with UNOPS financial rules and regulations (FRRs), policies and donor requirements.
Functions / Key Results Expected
1. Financial Oversight and Monitoring
- Review reconciliation submissions and account balances to ensure recording and reporting compliance in accordance with UNOPS Financial Regulations and Rules and other applicable Organizational Directives and Operational Instructions.
- Coordinate and follow up with related parties on outstanding matters, and prepare issue reports for escalation.
- Support in monthly, quarterly and year-end financial closure processes.
- Provide support to the Organization’s offices in the implementation of IPSAS 47/48.
- Review of finance data in General Ledger for completeness, accuracy, and correctness of accounting entries.
- Exercise periodic monitoring and oversight on transactions and account balances in respective areas to ensure recording and reporting is made in accordance with UNOPS Financial Rules and Regulations and other applicable Organizational Directives and Operational Instructions.
- Contribute to developing and maintaining a strong control environment around financial reporting.
- Maintain a log of issues identified, collect and update data to consolidate and complete the issue log.
- Raise or review transactions in UNOPS ERP as needed.
2. Corporate Financial Statements and audit
- Assist in the approval of general ledger vouchers during daily operations.
- Provide support to the audit focal person during internal and external audit processes.
- Prepare quantitative and qualitative analysis on interim and year-end corporate financial statements to report to UNOPS management and other stakeholders.
- Provide assistance to the Finance Specialist in the preparation of ad hoc reports and presentations to Management.
3. Capacity Building/System Improvements
- Support in continuously improving and refining UNOPS financial processes to reduce manual work and enhance efficiency.
- Support process documentation and continuous improvements in the corporate system (PQMS).
- Maintain a log of issues identified, analyze data based on lessons learned and related dashboards.
- Serves as technical financial expert in relation to the UNOPS ERP system (OneUNOPS).
- Contribute to the preparation of training materials in accordance to IPSAS standards and UNOPS Financial Rules and Regulations, and deliver training sessions to finance practice members.
- Perform ad-hoc tasks as assigned.

Education Requirements
Required
- Secondary school (or equivalent) with 7 years of relevant experience OR
- Bachelor’s degree (or equivalent) in Finance, Economics, Accounting, Business Administration, International Business, Management or other relevant disciplines with 3 years of relevant experience is required.
Desired
- A Master's degree in Finance, Economics, Accounting Business Administration, International Business, Management or other finance-related fields is desirable but not required.
- Professional certification (e.g. CPA, ACCA, CA, CIMA) is desired.
Experience Requirements
Required
- Minimum 7 years of relevant working experience (or less depending on academic credentials) in the areas of audit, accounting and/or financial reporting.
- Demonstrable proficiency in the use of collaboration and productivity tools (e.g. MS Office, G-Suite, etc) and web-based management systems.
Desired
- Experience of working in multicultural environments or UN system organizations in a developing country is desired.
- Experience and knowledge of UNOPS Financial rules and regulations is desired.
- Experience in development or humanitarian contexts is desired.
- Experience with financial systems or ERP software is desired.
