Hedayah is the International Center of Excellence for Countering Extremism and Violent Extremism, headquartered in Abu Dhabi, UAE. Hedayah was established as an independent, multilateral ‘think and do’ tank devoted to supporting global efforts in countering extremism and violent extremism: through sharing of good practice, research, toolkits, communications, dialogue, training, workshops, and policy discussions.

Hedayah is currently seeking to recruit a qualified and experienced HR & Administration Manager to join its team. The successful candidate will play a key role in overseeing human resources function and administrative operations in support of the organization’s mission and objectives.



JOB SCOPE

The Human Resources & Administration Manager oversees the organization’s Human Resources and Administration functions, under the direction of the Support Services Director and within delegated authority, ensuring compliance, operational efficiency, and alignment with organizational goals. Oversee recruitment, onboarding, performance management, employee relations,
compensation and benefits, and staff wellness initiatives. Provides HR guidance to leadership and fosters a positive and inclusive workplace culture. Manages administration functions, including facilities and office services.

PRINCIPLE RESPONSIBILITIES

1. Strategy & Reporting

  • Integrate HR expertise into the organisation and lead the development of HR initiatives, policies and procedures to manage and develop the centre’s workforce, improving performance, ensuring legal compliance, and supporting organisational goals.
  • Prepare and present reports on HR and administration (including logistics) metrics and trends to support data-driven decision-making.
  • Identify, mitigate and manage administrative and human resource risks that may impede departmental and organizational outcomes.
  • Collaborate with the Leadership team and Finance team to manage the organization’s compensation and benefits programs to ensure adherence to applicable regulations and strong, diligent management of resources.
  • Prepare the departmental budget and monitor the actual versus the spent performance.

2. Human Resources

  • Oversee the recruitment, selection and onboarding processes, including posting, interviewing, hiring, contract management, visa and residency processes.
  • Manage the secondment scheme and internship program.
  • Facilitate an effective separation and exit process.
  • Review, develop and implement competency and performance management systems.
  • Drive practices that support a positive and inclusive organizational culture that encourages teamwork, communication and collaboration.
  • Work with leadership and line managers, including providing coaching or guidance to navigate complex people management challenges and address workplace issues.
  • Ensure that HR policies comply with relevant local laws and relevant international good practices, minimising risk to the organisation.
  • Support and promote employee Health and Safety, including during international travel assignments.
  • Lead initiatives that support employee wellness and overall employee satisfaction.

3. Administration and Operational Support

  • Manage other relevant administration functions, including the policies, processes and systems for security, legal advice and official travel.
  • Undertake additional responsibilities as assigned by the Support Services Director and the Management to meet the organisation needs.
  • Oversee vendor coordination and ensure compliance with procurement policies and procedures, in coordination with the relevant procurement function.

QUALIFICATIONS

Education

  • A university degree (Bachelor’s Degree or equivalent) in human resources management, business or public administration, or social sciences education is required. An advanced-level university degree (Master’s Degree or academic equivalent) in a related field would be advantageous.

Work Experience

  • A minimum of eight (8) years of progressively responsible experience in human resources management, administration or related area is required.
  • Experience in human resources policies, practices, processes or administration of entitlements in an international organization or similar entities is required.
  • Experience of working in an international setting, preferably in or with government entities or international organizations is desirable.

Languages

  • At Hedayah, we work globally, delivering programs across diverse regions and contexts. Our programs span multiple countries and cultural settings, requiring adaptability and cross-cultural communication skills. While English is our working language, proficiency in Arabic, Russian, and French will be considered a strong advantage.

SPECIAL CONSIDERATIONS

  • This is a full-time position based in Abu Dhabi, United Arab Emirates. Applicants need to be available to relocate to Abu Dhabi if they are selected for the role.
