CONTEXT:
HI’s Middle East Regional Programme (MASHRIQ) coordinates missions in 5 different countries (Egypt, Jordan, Lebanon, Palestine and Iraq). The programme is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2024 of 22M Euros with 170 staff + 120 volunteers. There are 5 main sectors of intervention: rehabilitation, education, early child development, BaNEREI (basic needs, economic recovery and economic inclusion) and armed violence reduction.
Inclusion Humanitarian Action is both crosscutting within main sectors and sometimes a standalone intervention. Since 7th October 2023, the whole regional context has erupted, with not only consequences in Palestine (Gaza & West Bank) but also in several countries of the regional (Yemen, Syria, Iraq, Lebanon etc.).
YOUR MISSION:
HI has been working in South Sudan since 2006, implementing emergency and development activities aimed at improving the protection, quality of life and promotion of the rights of vulnerable people, including those with disabilities. HI's current portfolio takes an integrated and multi-sectoral approach, with interventions focusing on MHPSS, protection (GBV prevention and response), functional rehabilitation and livelihoods, with disability mainstreaming as a cross-cutting theme across all program. HI has established a base in the Great Pibor Administration Area, Northern Bahrel Ghazal and has a presence in Wau and Malakal. The operational context in South Sudan today is considered largely humanitarian/emergency, with resilience programming being phased in. Ongoing peace initiatives, if successful, could result in large population movements of returnees (both IDPs and refugees) across the country. The mission currently employs 01 international and 21 national staff, working from the coordination office in Juba, field office in Pibor, Aweil, Wau, Renk and Malakal.
Main responsibilities:
Leadership and Team Management: you lead your team by example, embodying HI values and fostering a culture of collaboration and innovation. You clarify strategic objectives and translate them into operational objectives for the team, organize operations, stimulate performance and facilitate problem-solving. You support teams in the development of their skills and ensure that a culture of safety is fostered within the program, as well as the ongoing professional development of teams.
You support and coach team members, ensuring their professional development, commitment and compliance with HI's policies and code of conduct.
Standards and Expertise: you contribute to the development, updating and implementation of HI's security management system, and ensure the implementation of HI's security policies, adapting them where necessary to the local context. You contribute to the drafting and implementation of the program's operational strategy.
Operational implementation: you monitor local, national and regional contexts in collaboration with colleagues in the region, strengthening HI's acceptance and presence by consolidating relations with key contacts and local stakeholders.
As the guarantor of operational safety management, you will carry out safety assessments and make recommendations to ensure safe operations. You advise on security risks, resources, security frameworks and contribute to the drafting of project proposals.
You oversee incident and crisis management, ensuring a rapid and effective response, and carry out regular field visits.
You support the country manager(s) in developing strategies to improve humanitarian access, and lead negotiations with authorities and key players to open up new geographical areas.
Emergency Preparedness: you steer emergency preparedness actions and, in the event of a crisis, adapt the team's priorities in order to respond rapidly and effectively to humanitarian needs.
Representation and coordination: you represent HI at bilateral meetings with local and humanitarian actors, as required. You develop and expand HI's network of contacts with security specialists, international NGOs, UN agencies and local government entities.
Requirements
Qualifications and skills:
· Fluency in English (fluency in French is an asset).
· Ability to work effectively in complex and pressurized environments.

YOUR PROFILE:
For this position, we are looking for proven experience in security management, humanitarian access and team management, as well as sound knowledge of security management systems, humanitarian policies and crisis management.
- Your excellent communication and negotiation skills, your ability to influence and develop relationships at all levels will be necessary assets to succeed in the role.
- You have good stress management skills and are able to respond to changing needs.
- You demonstrate initiative, creativity and sensitivity.
