Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 160 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This consultancy position is based in Damascus, Syria. This consultancy position will support the United Nations Office for Disaster Risk Reduction (UNDRR), Regional Office for the Arab States (ROAS). The consultant will be reporting to the Deputy Chief of Office, or delegated staff member. Duties and Responsibilities The consultant will support UNDRR, the Syrian Ministry of Emergency and Disaster Management (MoEDM) and relevant partners in: 1. Aggregating, structuring, and synthesizing national statistical data from the Planning and Statistics Authority and the Central Bureau of Statistics to establish the baseline for DRR strategy development. 2. Executing data validation, quality assurance, and formatting protocols to ensure strict compliance with Sendai Framework Monitor (SFM) reporting standards and seamless integration into the DELTA-Resilience platform. 3. Developing, calibrating, and piloting digital data collection templates for Loss and Damage assessments, ensuring the precise integration of mandatory demographic disaggregation layers (gender, age, disability, displacement, etc.). 4. Leading comprehensive data gathering and strategic research to map existing capacities, identify systemic vulnerabilities, and document gaps across designated governorates and thematic areas to inform early warning initiatives. 5. Managing GIS data integration, spatial analysis, map formatting, and advanced visualization to support geographic risk assessments. 6. Authoring and finalizing Standard Operating Procedures (SOPs), including the standardization of technical documentation, reporting taxonomy, and the consolidation of multi-expert technical inputs 7. Managing the deployment and technical execution of training sessions, including the curation of instructional materials, participant engagement analytics, and real-time technical facilitation. 8. populating the national risk knowledge repository to ensure optimal data categorization, retrieval, and long-term knowledge management. 9. Coordinating cross-functional inputs among core stakeholders and team members to guarantee technical cohesion, alignment, and quality control across all project deliverables. The expected deliverables are: 1. Monthly progress report on deliverables. Expected Duration for the assignment 12 months, with the possibility of an extension for maximum 11 months

Qualifications/special skills

• Advanced university degree in Communications, International Relations, Public Administration, Social Sciences, or any related field is required. • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree • At least 3 years of work experience in risk data management, statistics, risk information, research, or policy coordination is required. • Proven experience in organizing high-level national workshops or multi-stakeholder consultations is required. • Experience in the Sendai Framework for Disaster Risk Reduction and humanitarian-development-peace collaboration is desirable. • Experience in supporting international technical experts is highly desirable. • Experience in working within the Syrian public sectors is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this job opening, Fluency in spoken and written Arabic and English is required. Knowledge of another official UN secretariat language is desirable. The official United Nations Secretariat languages: Arabic, Chinese, English, French, Russian and Spanish.
