1. SUMMARY
The Joint Intelligence and Security Division (JISD) has two main missions: to provide strategic intelligence to NATO HQ decision makers and to protect NATO’s personnel, information, and physical assets. JISD’s Intelligence pillar, comprised of both military and civilian personnel, is responsible for ensuring the situational awareness of the North Atlantic Council (NAC), the Military Committee (MC) and the senior-level decision-makers on strategic issues of concern. Its functional areas address intelligence analysis and production, intelligence policy, and intelligence capability development. JISD’s Security pillar is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as International Organizations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters (HQ), its personnel, information, physical assets, and for the protection of the Secretary General.
Within JISD’s Security pillar, the NATO Office of Security (NOS) is responsible for the overall coordination of NATO security among diverse NATO bodies and personnel, abroad or at the Headquarters (HQ), and other partnering International Organisations. Within the NOS, the mission of the Protective Security & Emergency Service Branch (PSESB) is to ensure the security and safety of the NATO HQ, its people, infrastructure and information.
Within the NOS, the Inspector - Team Leader supervises all the activities of the Headquarters Security Force (HQSF) and leads the whole on-duty security team composing of senior agents, agents and external contractors. The incumbent ensures tasks are correctly carried out in accordance with established standards, porcesses and trainings, for the continuous and effective protection of NATO Headquarters.
This position requires flexibility to work in a shift system outside of normal working hours including weekends, holidays, and nights sometimes at a short notice and to be deployed abroad on missions as and when required.
2. QUALIFICATIONS AND EXPERIENCE
The incumbent must:
• possess an educational qualification equivalent to higher secondary level;
• have at least 6 years of experience as a Team Leader of a security or police/military/security force, with middle management responsibilities, in a multi-cultural environment;
• be experienced in the use of firearms and less-lethal force equipment and be able to pass regular (min. annually) shooting tests and annual physical and medical tests;
• demonstrate strong interpersonal, communication and leadership skills; and
• possess the following minimum levels of NATO’s official languages: (English/French): V (“Advanced”) in one; III (“Intermediate”) in the other.
The following would be considered an advantage:
• relevant trainings and certifications, including a valid first-aid certificate, knowledge of Chemical, Biological, Radiological and Nuclear (CBRN) defensive measures, Explosive Ordnance Reconnaissance (EOR) techniques and emergency response procedures and the ability to use CCTV and alarm systems;
• experience interpreting and applying Regulations, Standard Operating Procedures and Directives related to security and resource management (e.g., human resources and equipment); and
• experience working in a diplomatic or international environment, demonstrating an understanding of protocol and intercultural sensitivity.
3. MAIN ACCOUNTABILITIES
Planning and Execution: Lead and supervise the on-duty assigned HQ Security Team (during and outside working hours) in order to ensure the security and safety of the NATO HQ. Lead, respond and resolve incidents. Immediately report any incidents which might impact the security of the NATO HQ, have health and safety implications, involve Host Nation Police or Security Services or are likely to bring media attention to NATO. In coordination with the Coordinator and Scheduling Assistant, enforce the optimal deployment of HQSF personnel and contractors to support daily and special events operations.
People Management: In close coordination with the Unit’s management, train and build a professional and motivated team. Provide mentoring, coaching and clear guidance on objectives, ensuring regular, fair and objective feedback. Identify opportunities to improve processes and working methods to enhance overall organisational efficiency.
Stakeholder Management: Establish and maintain good professional relationships with key members at NATO HQ ensuring effective cooperation in order to provide timely and effective services to the NATO HQ community. Deal tactfully, politely, discreetly, but firmly, with staff and visitors on-site under all circumstances. Ensure that all instructions and objectives issued by PSESB management are communicated, understood and implemented by their team.

4. INTERRELATIONSHIPS
Reporting Line: Under the overall supervision of the Head, HQSF, the Inspector – Team Leader reports to the HQSF Coordinator, for the day-to-day operational management and performance oversight.
Interactions: The incumbent takes all necessary first response measures and liaises with relevant actors (e.g. Situation Centre (SITCEN), police, fire department, medical services, Security Officers of delegations) as well as the appropriate PSESB managers to ensure the security and safety of NATO HQ.

In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.
