The consultant will support the development of Somalia’s National Cooling Action Plan (NCAP) by conducting targeted data collection and evidence-based policy recommendations. Working closely with the NCAP coordination team and relevant national stakeholders, the consultant will map the current cooling landscape, including the types of technologies used, energy consumption patterns, refrigerants in use, and the socio-economic drivers of cooling demand. This work will involve gathering and reviewing existing data, identifying critical gaps, and consulting with key public and private actors to validate findings and collect additional qualitative insights. The consultant will also provide data to assess projected cooling needs in light of Somalia’s urbanization, climate trends, and development priorities. Findings from this analysis will support the drafting of the NCAP. In addition, the consultant may assist in preparing technical inputs, participating in coordination meetings, and supporting the organization of stakeholder workshops and validation events. The overall aim of the assignment is to ensure that the NCAP is grounded in robust, context-specific data and reflects the realities and opportunities of Somalia’s cooling sector. The consultant will also support research, consultations with stakeholders, and the development of proposals for international funding programmes in Somalia. This will include organizational support, research, partner engagement, preparation of project materials and communications.

Duties and Responsibilities

The Government of Somalia is developing a National Cooling Action Plan (NCAP) to address the rapidly growing cooling demand, driven by climate change, urbanization, and population growth. The NCAP will establish a strategic framework to ensure sustainable and equitable access to cooling across key sectors: space cooling in buildings, healthcare, food preservation, mobile air conditioning, and industrial process cooling. The NCAP will prioritize improving the energy efficiency of cooling systems, adopting climate-friendly refrigerants, and promoting passive and nature-based cooling methods to minimize environmental impacts. It will also include policies that ensure affordable and equitable access to cooling, particularly for vulnerable populations, integrating social equity with environmental sustainability. Furthermore, the NCAP will foster collaboration between public and private stakeholders to align policy measures and drive market-based adoption of sustainable cooling technologies. It will support Somalia’s international climate commitments by reducing both direct and indirect emissions from cooling and enhancing national resilience to rising temperatures. A specialized data collection expert consultant is required to establish robust data management systems and conduct comprehensive data collection activities that will underpin all NCAP analytical work. The consultant will design and implement surveys and interviews targeting key stakeholder groups to capture essential information on current cooling infrastructure, energy consumption patterns, technology adoption, and capacity gaps across critical sectors: residential and commercial buildings, cold chain, industrial processes, and transport. The consultant will collect sector-specific data to establish energy and emission baselines for subsectors including air conditioning, cold chain, mobile air conditioning, and refrigerants (HFCs), with projections for 2030 and 2050. The consultant will identify data gaps, propose strategies to address them, and compile collected data into accessible databases that support modelling and policy analysis. The consultant will prepare a comprehensive technical report detailing methodology, findings, and sector-specific gaps. Throughout the process, the consultant will engage with national and subnational stakeholders to validate findings, present interim results, and ensure transparency. The consultant will collaborate with UNEP, the national NCAP focal point, and other stakeholders to align data collection with Somalia's national strategies and international climate commitments. The consultant will also support the UNEP team in: assessing Somalia's cooling landscape and context; developing the NCAP planning framework and facilitating inter-ministerial coordination; evaluating existing policies and technologies, and identifying gaps and opportunities; engaging stakeholders through consultations and workshops; and building institutional capacity through training and knowledge products. The consultant will strengthen technical delivery, build institutional capacity, and facilitate effective mainstreaming of sustainable cooling solutions across government and market actors. Additionally, the consultant will support UNEP in preparing a project proposal on sustainable cooling for Somalia. The selected consultant will work locally, under the guidance of UNEP Cool Coalition Head of Secretariat in Paris and relevant regional offices.

Qualifications/special skills

Academic • Advanced University degree (Masters or equivalent) in public administration; economics; building engineering; architecture; urban planning; environmental studies; law; political science; or a similar discipline is preferable. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional Experience • A minimum of eight years’ experience in field relevant to climate change and sustainable cooling, energy efficiency, with strong experience in data collection and analysis, and in engaging government officials and industry actors. • Knowledge of national policies on climate change and/or cooling in Somalia is required. • Excellent written and oral communications skills on energy, urban planning, buildings and environmental related topics. • Demonstrated ability to conduct data collection and analysis to support evidence-based policy development and provide technical inputs to governments and other stakeholders. • Demonstrated ability in multi-stakeholder process and stakeholder engagement. • Experience in sustainable cooling in buildings and cities, especially passive cooling, energy efficiency and Nature-based Solutions, is desirable. Language • Fluency in Somali and written and oral English is required. Special skills/knowledge Specific knowledge: Has knowledge of public administration, energy efficiency, cooling and green building norms, including technology, policies and city management, real estate finance, and experience in policy and regulatory framework development in coordination with many multi-stakeholders. Possesses strong skills in data collection and analysis, and the ability to proactively seek inputs and lead consultations with a variety of stakeholders. Has experience engaging officials and industry at a senior level.
