In line with this mission, NORCAP is partnering with the Alliance of Ukrainian Civil Society Organisations (CSOs), hosted by NRC Ukraine, to strengthen locally led approaches to funding and resource mobilisation. The Alliance brings together Ukrainian CSOs to advance localisation by increasing their access to funding, influence, and decisionmaking within humanitarian and recovery responses.

This role is central to advancing NORCAP’s commitment to localisation by strengthening how funding is mobilised, governed, and accessed by national actors.

The Role

The Locally Led Funding Adviser will lead efforts to develop a more coordinated and effective ecosystem for locally led resource mobilisation in Ukraine. This includes establishing and facilitating a Community of Practice and a multistakeholder Working Group to improve collaboration, knowledgesharing, and alignment across funding actors. Success in the role means stronger coordination, practical tools and policy guidance, and increased access to diverse funding streams for Ukrainian civil society organisations.

The role is based in Kyiv, Ukraine, with travel as required. The contract will start as soon as possible and runs until 31 December 2026, with the possibility of extension subject to funding, performance, and partner needs. The role reports to the Director of the Alliance of Ukrainian CSOs.
