Overview of position

About the CTG Talent roster:

  • The CTG Talent Roster is a pre-vetted talent pool designed to support rapid deployment when suitable assignments arise with development, humanitarian, government, and institutional partners. Joining the roster is not an immediate job offer. Candidates who successfully complete screening may be contacted for future opportunities that match their expertise, availability, mobility preferences, and commercial expectations. 

  • Roster membership is typically valid for up to three (3) years and may be renewed based on continued relevance of experience, candidate availability, performance feedback, and programme demand. Rostered candidates may be considered for short-term, long-term, on-site, hybrid, or advisory assignments across multiple regions, including the Middle East, Africa, Asia, and other locations, depending on project needs. 

Purpose of the role:

  • To provide mid-to-senior technical advisory support in urban planning, spatial development, master planning, urban design, and city transformation initiatives aligned with national development strategies, sustainable urbanisation objectives, and SDG priorities.  

Contract Type:

  • This vacancy is to create a pre-vetted roster. Based on client/project needs, different contract modalities may be used, including fixed-term, project-based, consultancy, retainer, remote, hybrid or on-site assignments. 

Roster Duration:

  • Up to 3 years, renewable based on continued relevance, availability, performance feedback, and programme demand 

Potential Duty Stations 

  • Multiple locations globally, with potential assignments in the Middle East, Africa, Asia, and other regions, including Saudi Arabia depending on programme requirements. 

Role objectives

Environmental Policy & Strategy:

  • Support the development, review, or implementation of environmental policies, strategies, regulatory frameworks, action plans, and institutional roadmaps. 

  • Advise on biodiversity conservation, ecosystem restoration, land degradation, climate adaptation, nature-based solutions, pollution control, and sustainability priorities. 

  • Translate technical, scientific, and policy evidence into practical and context-relevant advisory inputs for government and development partners. 

  • Support alignment with national strategies, SDGs, climate commitments, biodiversity frameworks, and environmental governance priorities. 

Climate, Biodiversity & Sustainability Integration:

  • Support integration of climate resilience, biodiversity, ecosystem services, and sustainability considerations into sectoral strategies and programmes. 

  • Contribute to environmental safeguards, risk screening, impact assessment review, and mitigation measures where relevant. 

  • Advise on policy coherence across environment, water, agriculture, urban development, energy, and economic development sectors. 

Stakeholder Engagement & Institutional Support:

  • Engage with ministries, environmental agencies, conservation authorities, development partners, academic institutions, civil society, and private sector stakeholders. 

  • Support consultations, policy workshops, technical working groups, and coordination mechanisms. 

  • Build capacity of counterparts through briefings, technical notes, training inputs, and knowledge-sharing activities. 

Reporting & Knowledge Products:

  • Prepare policy briefs, analytical notes, technical reports, presentations, consultation summaries, and knowledge products. 

  • Support monitoring of environmental policy implementation and documentation of lessons learned.

Project reporting

This role reports to the line manager.

Key competencies

Education:

  • University degree in Environmental Policy, Environmental Science, Climate Change, Natural Resource Management, Biodiversity, Ecology, Sustainability, Public Policy, or a related field. A Master’s degree is preferred for senior advisory assignments. 

Experience:

  • 5-20 years of progressively responsible experience in environmental policy, climate, biodiversity, sustainability, natural resource governance, or related fields. 

  • Candidates will be assessed and aligned to appropriate assignments based on their level of experience, technical depth, and seniority. 

  • Experience working with governments, UN agencies, IFIs, environmental authorities, climate funds, or major development programmes is strongly preferred. 

  • Experience in arid, semi-arid, dryland, desertification, or climate-sensitive contexts is an advantage. 

Technical Skills:

  • Environmental policy design, regulatory review, and strategy development. 

  • Climate adaptation, biodiversity, ecosystem restoration, land degradation, or sustainability expertise. 

  • Understanding of SDGs, environmental safeguards, climate commitments, and nature-based solutions. 

  • Ability to translate technical evidence into practical policy and programme recommendations. 

  • Strong writing, consultation, facilitation, and stakeholder engagement skills. 

Language Requirements:

  • Fluency in English is required. 

  • Arabic language skills are an advantage, particularly for Middle East-based assignments with government-facing activities. 

Other Requirements:

  • Ability to work in multicultural and interdisciplinary teams. 

  • Willingness to work in diverse programme environments, including on-site, hybrid, or advisory arrangements depending on assignment needs.

Team management experience is desired for this role.
