GGGI has been working with the Government of Rwanda since 2012 to achieve the country’s ambition of becoming a climate-resilient and low-carbon economy by 2050. As part of its Sustainable and Innovative Finance portfolio, GGGI has entered into a three-year partnership with the Ministry of Finance and Economic Planning (MINECOFIN) and the Foreign, Commonwealth & Development Office (FCDO) to support the operationalization of the Climate Finance Department (CFD). The CFD is expected to significantly strengthen Rwanda’s climate finance architecture by fully embedding climate and nature priorities into national development planning and implementation, while mobilizing climate finance at speed and scale to deliver on the country’s ambitious climate objectives.

GGGI is now seeking a Climate Finance Senior Officer to serve as the project manager for the CFD technical advisory project.  

 POSITION SUMMARY

Embedded within the MINECOFIN CFD, the Climate Finance Senior Officer will serve as the Project Manager, providing technical and management oversight in the delivery of the project activities in Rwanda with support and guidance from GGGI's internal structures.

(S)he will be based in Kigali, with dual reporting lines to both the GGGI Rwanda Country Representative and the Head of the Climate Finance Department in MINECOFIN, supporting internally as well as externally to ensure impactful delivery of the project and its outputs.

The Climate Finance Senior Officer will demonstrate extensive understanding and knowledge of green investments and climate finance, with particular focus on innovative blended financing instruments, including Green, Social, and Sustainability (GSS) bonds and carbon markets.

 PURPOSE
  • Lead all aspects of the project implementation and closure, in close coordination with the GGGI Rwanda Country Team, donor, and relevant government stakeholders.
  • Manage the day-to-day implementation of project activities, ensuring the high-quality and timely delivery of results in strict accordance with MINECOFIN and donor requirements and project timelines.
  • Lead strategic and operational guidance in the operationalization of the CFD, overseeing the effective implementation of the project, in close alignment with GGGI’s global strategies and internal structures.
  • Serve as the technical advisor to the CFD to:
    • Deliver high-level technical guidance and innovative solutions to achieve ambitious climate finance targets.
    • Mainstream green finance into national public finance management within the mandate of the CFD.
    • Identify, apply and clearly coordinate fit-for-purpose blended financing instruments such as thematic bonds (green, social, sustainability, sustainability-linked), Article 6 carbon market mechanisms, debt-for-nature swaps, etc.
    • Lead the development and technical preparation of a prioritized pipeline of bankable projects, ensuring they advance through financing readiness and facilitating high-level engagement and pitching to support public and private sector partners and investors.
    • Ensure the delivery of high-impact outputs in collaboration with the relevant MINECOFIN and GGGI internal structures.
    • Guide the strategic, technical, and functional role of CFD to enhance the capacity to mobilize green finance and investments for Rwanda.
    • Lead the delivery of needs-based, targeted capacity building for CFD and MINECOFIN staff on climate and nature finance mechanisms, including sustainable and carbon finance instruments.
    • Ensure the effective documentation and exchange of project knowledge, taking responsibility for the quality of lessons learned across relevant GGGI internal and global platforms.
    • Manage the implementation of the GGGI Rwanda Country Program green investment initiatives, including the implementation of the GGGI Rwanda Country Investment Plan that is anchored on the government’s flagship projects and sector priorities.
 ENGAGEMENT
  • Provide strategic oversight, mentorship, and quality assurance to the CFD team members (both GGGI and MINECOFIN).
  • Serve as the primary focal point to MINECOFIN and FCDO, coordinating closely with the Head of the CFD and FCDO’s climate lead to ensure alignment with donor requirements.
  • Manage cross-functional coordination with key GGGI departments (Rwanda Country team, Green Investment/Sustainable Finance team, HR, legal, procurement, Africa Regional team, Carbon Pricing Unit, communication, etc.) to ensure efficiency and high-quality delivery.
  • Lead high-level inter-ministerial coordination with the Rwanda Green Fund and line ministries (e.g., Environment, Infrastructure, Agriculture) to align climate finance with national priorities.
  • Foster and maintain strong, trust-based relationships with key stakeholders, leading the day-to-day communication (supported by the Rwanda Country Representative whenever it is necessary).
  • Engage government partners in relevant policy and enabling frameworks, recognizing the importance of government buy-in and ownership.
  • Coordinate with other organizations supporting the Government of Rwanda in accelerating climate finance mobilization, the CFD, and the Country Planning Framework. 
  • Apply strategic agility and diplomacy in managing evolving stakeholder interests, ensuring adaptive project implementation that reflects local priorities and maximizes impact. 
DELIVERY
  • Provide strategic leadership and oversight for the timely, high-quality implementation across all outcome areas, including institutional setup and capacity-building activities, as well as the development of a robust pipeline for climate and sustainable financing in Rwanda.
  • Ensure the delivery of impactful, high-quality project outputs on time and within budget that meet project objectives, GGGI standards, as well as government and resource partner requirements.
  • Drive team performance and well-being by managing project personnel and consultants, tailoring professional development plans, and providing the mentorship necessary to maintain technical excellence and efficient delivery.
  • Manage and oversee the work of consultants under the project to ensure high quality and timely delivery.
  • Build and maintain relationships with key officials in governments and international/local stakeholders and institutions (ex. MDB, development agencies) in the public and private sectors; build new collaboration framework with international partners (country or global level);
  • Monitor and evaluate the effectiveness of project interventions in accordance with the work plan jointly developed with the CFD, providing strategic recommendations to improve delivery, accelerate progress toward milestones, and maximize project impact.
  • Oversee quality monitoring and evaluation; ensure timely submission of donor reports and deliverables; regularly evaluate project results; and guide project implementation to achieve maximum impact.
  • Lead financial tracking and oversight of budget and financial reporting to donor.
  • Manage and oversee project delivery as required by the Funding Agreement and Operational Guidelines.
  • Manage and mitigate risks through the monitoring of national issues that may affect project delivery.
  • Undertake other strategic assignments as agreed, contributing to broader objectives and regional climate finance efforts.
 QUALIFICATIONS
  • Advanced degree (master's) relevant to climate/green finance (e.g., economics, finance, or similar). Others can be considered if relevance can be determined through complementary academic achievements. A Bachelor’s degree combined with years of relevant experience may be substituted for a Master’s degree.
  • At least 8 years of experience in climate/green finance solutions, preferably in more than one of the following: climate/green project bankability and structuring, blended finance instruments, Special Purpose Vehicles (SPVs), guarantees, debt instruments (GSS bonds, debt-for-nature swaps), Green loans and Article 6 carbon markets.
  • Macroeconomic analysis capacity, including the ability to assess sovereign risk and broader macroeconomic exposures, is highly desirable.
  • Full investment cycle experience from origination to financial close.
  • At least 2 years of working experience outside of the home country.
  • Mobilization track record engaging private sectors and banks. Strategic understanding of the Paris Agreement, NDCs, and international climate landscape.
  • Government engagement experience, including technical assistance to ministries.
  • Climate fund expertise (e.g., GCF, GEF requirements and procedures).
  • Project leadership in managing multiyear donor-funded climate/sustainable finance programs.
  • Experience in managing donor funds, preferably for institutional donors. Strong knowledge and experience in budget management.
  • Policy & Regulatory experience (thematic bonds, taxonomy) as an advantage
  • Institutional experience with DFIs, impact funds, or multilateral organizations.
  • Experience in staff management and ability to coach senior project staff. 
  • A track record of delivering on-the-job technical training as well as designing and delivering technical training on climate finance for diverse stakeholders, including high-level authorities, CSOs, local officials, financial institutions, and the private sector.
  • Experience in Africa or developing countries is highly desirable.

WORKING CONDITIONS

The Climate Finance Senior Officer is a G9 grade level in GGGI's international salary scale, details of which can be found in the GGGI Staff Regulations on GGGI’s website. In addition, GGGI provides 27 days of annual leave, flexible work arrangements, and a contribution towards private health insurance.
