The expert will support the following: • Increase the uptake of energy-efficient and climate-friendly cooling solutions through the preparation of financial and market analysis used in financing mechanisms. The expert will also develop Monitoring Reporting and Verification frameworks and tools to track the financial, energy, and climate impacts of financing mechanisms. The expert will also offer technical content and training to government agencies and businesses, focusing particularly on the development of Energy Performance Standards frameworks and their integration into public procurement and sustainable development. • Ensure compliance of MEPS & labels schemes in the U4E projects, through the development of Monitoring, Verification and Enforcement (MVE) frameworks, including Market Surveillance schemes. The expert will also help advise on Product Registration Systems (PRS), alongside conducting capacity-building initiatives to ensure effective implementation. • Assess existing project management tools, providing recommendations for improvements in adoption and/or alternatives. The expert will also contribute to U4E's communications campaigns, specifically focusing on financing and MVE aspects.

Duties and Responsibilities
UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP is accelerating the transition to sustainable appliances and equipment through United for Efficiency (U4E). U4E is a global initiative launched in 2015 to help developing and emerging markets quickly and comprehensively transition to energy-efficient lighting, air conditioning, refrigeration, electric motors and transformers. U4E has a diverse and growing portfolio of activities (see http://united4efficiency.org). By optimizing these technologies, which represent a large part of energy consumption worldwide, U4E’s interventions are key drivers toward greater resilience and economic development as well as climate change mitigation and adaptation. The initiative's multifaceted approach addresses policies, financing and incentives, market monitoring, verification and enforcement, communications and stakeholder engagement to encourage the rapid and comprehensive adoption of more sustainable solutions. U4E is especially committed to supporting developing and emerging markets that lack adequate local resources to independently undertake such a transition. By working hand-in-hand with governments, industry stakeholders, and civil society partners, assistance is targeted to overcome critical barriers to market transformation, with numerous success stories from around the world. An Energy Efficiency Finance and Market Monitoring Verification and Enforcement (MVE) Expert is needed to help develop and execute complex market transformation projects in collaboration with strategic partners, with a focus on the space cooling and cold chain domains. The Expert will perform a range of functions, with a mix of global, regional and national applications in U4E’s portfolio to optimize existing operations and unlock new project opportunities U4E requires an expert to support the development and implementation of market transformation projects consistent with its Integrated Policy Approach (https://united4efficiency.org/our-approach). Specific needs include technical support for developing and deploying: I. Energy Performance Standards: Provide technical support for the development and refinement of regional or national Energy Performance Standards frameworks for cooling, lighting and other targeted appliance categories, including high-efficiency benchmarks for integration into green public procurement. Activities include preparation of policy notes for high-level decision-making, guidance notes supporting technical operationalisation by implementing agencies, regional stakeholder engagement, and on-the-ground deployment activities in selected countries to support adoption and harmonisation. II. Product Registration System (PRS) Development: Lead the oversight and coordination of PRS software development and piloting in three countries, including the technical specifications, supervision of external developers, intermediate and acceptance testing, and capacity-building of institutional users. Provide light-touch advisory inputs to additional countries considering PRS adoption. In parallel, support the development of Monitoring, Verification and Enforcement (MVE) frameworks in two countries, including market surveillance protocols, roles and responsibilities of implementing agencies, reporting templates, and capacity-building for effective implementation. III. Data Centers: Support outreach, partnership engagement activities related to sustainable cooling and energy-efficient data centres. Activities include preparation of pitch and concept materials, identification and onboarding of technical partners, and inputs to project concept notes and provide technical content on cooling efficiency, refrigerant management and operational best practices applicable to data centre infrastructure. IV. Financing Mechanisms: Serve as project coordinator for a financial mechanism project in one country, including overall implementation coordination, stakeholder engagement with government counterparts and partner organisations. Provide the required technical inputs for project’s key deliverables, such as financing mechanism design and review, market and policy analyses underpinning regulatory roadmaps, Monitoring, Reporting and Verification (MRV) framework, and supporting communications and consumer awareness materials.
Qualifications/special skills
• Minimum university degree (Bachelors) or equivalent in Engineering (electrical, mechanical, industrial, or similar), Electricity, Environmental Affairs, or a relevant scientific development discipline. • More than 10-years experience and proven technical competencies in cooling energy efficiency and refrigeration, including familiarity with natural refrigerants. • Developing and deploying financing mechanisms, MVE frameworks and tools (including software) for the promotion of energy efficient appliances in developing and emerging economies. • Drafting and securing buy-in for policy recommendations on energy efficiency. • Technical knowledge on HVAC systems, especially Room Air Conditioners, natural refrigerant gases and energy efficiency for cooling appliances. • Knowledge of past and current financing mechanisms for energy efficient appliances, product testing standards and compliance projects and initiatives. • Active involvement and thorough knowledge of international best practices in energy efficiency strategies and energy-efficient HVAC technologies, practices and programmes • Knowledge of various software development frameworks, processes, information exchange tools, and estimated timelines for development of web app functionalities. • Knowledge and experience in working with government and private sector internationally. • Thorough background preparing and delivering training and providing capacity building to diverse audiences • Ability to rapidly analyse and integrate diverse information from varied field sources in order to produce highly qualitative communication presentations. • Excellent written and oral communications ability to effectively convey technical topics to non-experts.
