About UNICEF Digital Impact Division (DID):
UNICEF’s Digital Impact Division builds and operates UNICEF’s digital foundations, including modern enterprise platforms, digital products, infrastructure and AI capabilities, and sets the digital guardrails that keep them secure and resilient through cybersecurity and risk-informed security, while partnering with programme teams, country offices and governments to responsibly scale digital solutions, including digital inclusion initiatives such as Giga and the adoption of AI, digital public infrastructure and digital public goods, to strengthen national systems and accelerate results for children, including in emergencies.
The Digital Impact Division’s role in digital empowerment is to help UNICEF country offices, governments, and partners turn digital ambition into practical, high-quality implementation by providing the advisory networks, technical assistance mechanisms, capacity-building pathways, and planning support needed to use digital effectively. This includes coordinating TeamOne as a virtual global network of digital advisors, using the Technical Assistance Hub to manage and increase visibility of technical assistance, strengthening digital skills through various initiatives, and embedding digital more systematically into country programme planning and development processes.

UNICEF’s Digital Inclusion (DI) programme supports governments and partners to improve equitable, affordable digital access for children, schools, and communities. The programme engages with regulators, operators, and public institutions to explore innovative approaches to connectivity, infrastructure governance, and digital public goods.
As part of this work, UNICEF also collaborates with the International Telecommunication Union through the global initiative Giga, launched in 2019 to support governments in identifying connectivity gaps and expanding internet access for schools and surrounding communities. Through open-source tools and technical support, Giga enables countries to map schools, monitor connectivity, conduct infrastructure analysis and cost modelling, and mobilize resources to support sustainable connectivity solutions.
Assignment Context:
Within the delegated authority and under the supervision of the Digital Inclusion Programme Manager (Country Support) or their designated representative(s), the UN Volunteer will support multiple countries, but will be embedded at the UNICEF Senegal Country Office and in collaboration with respective national and regional stakeholders.The UN Volunteer will work very closely with Programme teams in UNICEF Senegal.

Task description
The incumbent will be responsible for driving the opportunity identification, planning, implementation, and adoption of Digital Inclusion’s (including the Giga initiative)technology services and tools (primarily its mapping and monitoring platforms) across multiple countries globally, with a focus on francophone countries, while also providing targeted project management support in Senegal. This hybrid role combines technology delivery expertise with country-level execution and stakeholder management to ensure Digital Inclusion’s (DI) services are effectively localized, integrated, and sustained.
1.Account Management (Senegal):
•Provide technical support to in-country users and counterparts on DI platforms, including assistance withonboarding, adoption, and long-term success of DI platforms.
•Support coordination efforts of thedigital education focal pointof Senegal country office by preparing inputs for meetings, documenting technical needs, and ensuring follow-up on actions related to DI platform implementation.
•Support knowledge management by compiling lessons learned, maintaining technical documentation, and flagging risks or operational issues to the appropriate lead for further action.
•Assist in monitoring adherence to project governance processes and in ensuring that technical activities remain aligned with established project objectives and standards.
•Support the DI team in identifying success stories and developing communication materials.
2.Opportunity Development & Identification:
•Multi-country:
•Deliver a landscape assessment of facility connectivity (mapping,monitoring) initiatives in francophone countries Identify and develop a minimum of three (3) targeted programmatic opportunities in francophone countries. Mature each opportunity and when relevant, build solution pitches and delivery plans tailoring DI’s solution to country-specific needs.
•Senegal:
•Support the effort of scoping new project requests from in-country stakeholders, defining effort, timelines, and resources.
•Surface emerging use cases and unmet needs from in-country engagements to inform Digital Inclusion products and technology teams.
•Support the development of new financing opportunities with International Financial Institutions (IFIs) and other relevant donors, in coordination with Digital Inclusion HQ.
3.Delivery& Project Management:
oMulti-country;
•Manage the delivery of DI’s mapping work in at least 4 countries in the region (including Senegal), supporting the end-to-end roll out of DI's support. This includes collaborating with national stakeholders and implementing partners, where relevant, to collect, clean, classify, and validate data as needed.
•Support the DI HQ team in building relevant advocacy packages to target relevant country stakeholders.
•Manage the delivery of DI's facility connectivity monitoring tools in at least 2 countries in the region in close collaboration with the HQ Technology team.
•Collaborate with Digital Inclusion HQ Technology teams to adapt and improve tools to align with country systems, capabilities, and evolving needs.
•Monitor progress against deployment milestones and KPIs, proactively addressing risks or bottlenecks.
•Travel to countries being supported as needed to support coordination, training, troubleshooting, and stakeholder engagement.
•Support monitoring and evaluation activities and surface impact evidence fromdeployments.
•Senegal:
•Support end-to-end project management of DI’s work in Senegal, supporting onboarding, adoption, implementing partner coordination and handover
•Support the definition and approval of a national workplan
•Coordinate efforts between Giga, the Ministry of Education (MEN), and external partners/stakeholders to collect, refine, and validate school data (including but not limited to geospatial data, school attributes, and connectivity data), and facilitate the integration of new data into the national EMIS.
•Provide technical training and capacity building to MEN staff as needed to support mapping and data validation.
•Monitor progress against deployment milestones and KPIs, proactively addressing risks or bottlenecks.
•Coordinate additional in-country implementing partners, where applicable.

•Organized and delivertrainings for governments,UNICEF staff and partners in-country to build buy-in and continuedownership of DI platforms for a minimum of five (5) countries.
•Design and implement strategies to retain and drive value for users of DI’s tools and service. Monitor user engagement to ensure sustained engagement.
•Capture, synthesize, and share lessons learned across all francophone countries to inform Digital Inclusion’s global knowledge base.
•Ensure DI’s tools are properly integrated into government workflows, working with national stakeholders as needed to ensure continuous and measurable value generation.
•Support the design and implementation of robust monitoring and evaluation mechanisms in a minimum of five (5) countries.
•Senegal:
•Provide targeted training and ongoing support for in-country government and UNICEF staff.
•Lead user acquisition and retention efforts in-country, ensuring consistent performance and value delivery.
•Oversee quality assurance and user monitoring, ensuring local relevance and sustainability.
•Support the logistics and coordination of Digital Inclusion field missions
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
•Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day).
•Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
•Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
•Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
•Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
•Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
