Austria Multi-Country Office (AUMCO)
Since opening in 2019, the UNOPS Austria Multi-Country Office (AUMCO) in Vienna has served as a hub for operations across 12 countries in South-East Europe, Türkiye, the South Caucasus, and Central Asia. AUMCO delivers technical expertise, operational support, and sustainable infrastructure solutions for governments, donors, and international financial institutions. Flagship initiatives include Blueing the Black Sea—a GEF and World Bank partnership to reduce pollution and promote sustainable development—and Türkiye’s post-earthquake recovery programme, enhancing protective services for women and children. In Albania, projects revitalise cultural heritage and advance digital justice, while in Kosovo, new university infrastructure supports higher education. In Georgia, AUMCO facilitates the Eastern Partnership European School and strengthens rule of law and digital health access. Across Central Asia, activities range from health system strengthening in Uzbekistan to hazardous waste management in Tajikistan. About the Country/Multi-Country Office
Uzbekistan Office
Since establishing its presence in Tashkent in 2023, UNOPS has been supporting healthcare infrastructure and service delivery across Uzbekistan. Key initiatives include: - COVID-19 Emergency Response – Strengthening resilience to pandemics by upgrading over 150 Sanitary-Epidemiological Committee facilities. The project delivers infrastructure improvements, diagnostic equipment, an ICT-based national epidemiological surveillance system, and expanded patient treatment capacity. - Oncology Services Development – Enhancing access to quality cancer care by equipping 14 regional hospitals with advanced medical, diagnostic, radiological, and ICT tools, establishing a national cancer registry, and providing capacity building for medical staff. - Hospital Infrastructure Design in Kashkadarya – Supporting healthcare reform through feasibility studies, site investigations, and technical designs for new hospitals in Karshi and Beshkent, aligned with national and international standards. Through these efforts, UNOPS is helping Uzbekistan strengthen its health systems and improve the quality of care for its citizens.
Job Specific Context
The Support Services Senior Officer will play a crucial role in ensuring the effective and efficient management of all support services within the UNOPS Tashkent office. This includes overseeing HR, finance, office procurement, logistics, administration, security and ICT services, ensuring compliance with UNOPS rules and regulations, and contributing to the overall success of projects and activities in Uzbekistan. The role requires strong leadership, analytical, and problem-solving skills, as well as the ability to work collaboratively with diverse teams and stakeholders.
Role Purpose
Under the direct supervision of the Country Manager, and the overall guidance of the Head of Support Services, the Support Services Senior Officer is responsible for the effective management and coordination of all support services within the UNOPS Tashkent office. This includes HR management, finance, office procurement, logistics, administration, security and ICT services. The role ensures compliance with UNOPS rules and regulations, promotes a culture of efficiency and accountability, and contributes to the overall success of projects and activities in Uzbekistan.
Functions / Key Results Expected
1. Operations management
Management of the Operations/Support Services of the Office, namely HR, Finance, Office Procurement, Logistical, Administrative and ICT Services - facilitating effective, efficient and consistent support service provision to projects and all activities under the Office.
Collaborate with relevant colleagues to identify the need, determine cost and pro-actively plan all Office support services.
Monitor and supervise all aspects of operations to ensure compliance with corporate strategies, UNOPS rules, regulations, policies, and standards of accountability, ethics and integrity and achievement of results. Ensure proper implementation of standards and operating procedures
Monitor effectiveness of support services, to ensure optimum client service and satisfaction. Drive timely readjustment and improvements of the operations.
Seek relevant input from AUMCO Head of Support Services, AUMCO Team Leads, or HQ Practice Groups as needed in support.
Act as focal point for any Country Office internal/external audit exercise.
Supervision of the Security related matters and ensuring full compliance with UNOPS security standards and procedures. Implementation of the Business continuity plan.
2. Procurement and logistics
Manage administrative office procurement needs and contract administration processes, including Long Term Agreements (LTAs), supplier coordination, tendering support, and procurement tracking, ensuring compliance with UNOPS procurement procedures, regulations, and standards.
Provide administrative support for the management and monitoring of contracts, LTAs, purchase orders, and amendments, including tracking contract validity, supplier performance, deliverables, and renewal requirements.
Maintain supplier and procurement records, support vendor registration and communication processes, and follow up with suppliers on quotations, deliveries, documentation, and contract related matters for administrative procurement.
Coordinate administrative procurement related payment follow up activities, including invoice tracking, verification of supporting documents, and liaison with finance and suppliers to support timely payment processing.
Management of a vehicle pool for providing transportation services as required by the Office and projects as well as to meet logistical needs
Implementation of a vehicle management and maintenance system in accordance with UNOPS vehicle management policy and procedures
Repair and maintenance for all Country Office equipment including EDP equipment, communications equipment, and vehicles
Building management and maintenance activities
3. Financial
Oversee the Support Services finance unit and ensure compliance with the UNOPS/Financial Rules & Regulations and Finance procedures
Ensure the availability of required financial reports and exception reports including investigating anomalies to resolve problems, reporting or recommending any action required to relevant stakeholders.
Supervise the timely review, posting and closure of accounts. Certify/verify accuracy and compliance with standards of accountability framework. Submit/prepare mandated report on financial status.
Supervise all financial services (accounting, cash management, payments etc.) ensuring timeliness and compliance with standards of accountability and performance.
4. Human Resources
Oversee the Support Services HR team
Ensure the Office complies with corporate human resources policies, procedures and that all corporate HR initiatives are correctly implemented
Support the Country Manager in planning personnel required for the optimal administration of the office and for the delivery of the Office portfolio
Supervise all human resource services/processes including recruitment, salary administration, local protocol needs, checkout process,performance review, training and development, ensuring compliance with human resource rules, regulations, procedures and standards of performance and ensuring that hiring managers actively seek to create diverse teams in terms of gender and geography.
Promote and support a learning culture by empowering individuals and teams to identify critical learning needs and plan/provide easy access to learning opportunities to maintain personnel competency and flexibility. Definition of training plans for personnel involved in the delivery of support services
Foster a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed.
5. Administration and Information Technology (ICT)
Manage the timely and efficient delivery of all administrative services, (e.g. centralized project admin, premises and asset management, organizational and personnel security, travel and IT).
Full compliance of operations of the Country with UNOPS rules, regulations and policies, on administrative matters and supervision of the administrative team
Maintenance of a secure, reliable infrastructure environment for ICT and adequate planning for disasters and recoveries, supervision of the ICT Associate.
In close collaboration with HQ and HoSS for the Multi Country Office, support the maintenance of a secure and reliable ICT environment, including adequate plans for disaster recovery.
Manage the acquisition, maintenance, inventory, recording, verification and protection of project and administrative facilities/assets, including IT infrastructure, equipment and servers.
Identify opportunities for leveraging the use of IT to enhance business operations and efficiency and to facilitate knowledge management, and information sharing.
6. Knowledge Management
Knowledge building and sharing with regards to management and operations in the Office, synthesis of lessons learnt/best practices, and sound contributions to UNOPS knowledge management initiatives.
Development of tools and platforms for operations and data management, ensuring information and knowledge sharing with colleagues, clients and partners

Bachelor’s degree (or equivalent) preferably in Business Administration, Management, Finance, Human Resources or related fields with 4 years of relevant experience OR
Master’s degree (or equivalent) in any of the above or related fields with 2 years of relevant experience is required

Experience in supervising and managing teams.
