Eligibility for this call for Expression of Interest (EOI) is limited to internal and external candidates who are currently part of the Pathways Pool. The selection for this assignment will be carried out through the Pathways Pool process.

Context

International Organization for Migration (IOM) has played a major role in humanitarian operations for many decades. IOM’s unique position as an intergovernmental organization allows it to work at scale in both natural disasters and conflict / complex contexts. In this capacity IOM works in both operations and coordination and plays a strong role working with partners in support of national authorities.

IOM has established the Emergency Supply Chain Management Unit (ESCMU) that is tasked with coordinating and managing emergency supply chain responses and global supply and demand pipelines during both sudden and prolonged emergencies that disrupt operations. It ensures business continuity through contingency planning, risk mitigation, and efficient logistics management, including emergency shipments and global prepositioned stock management and oversight. The unit also drives performance through Key Performance Indicators (KPIs), and continuous improvement initiatives, while collaborating with key humanitarian partners. Additionally, ESCMU aligns procurement and logistics activities with United Nation (UN) 80 principles, emphasizing efficiency, cost optimization, and strong operational standards across the end-to-end supply chain.

Under the overall supervision of the Director of the Supply Chain Division, the direct supervision of the Global Supply Chain Officer, and in close coordination with the Manila Supply Chain Unit (MSCU), as well as Regional and Country Office Supply Chain Officers, the Emergency Supply Chain Officer will be responsible and accountable for implementing emergency supply chain operations and strengthening the effectiveness and efficiency of IOM’s programming, as outlined below.

Responsibilities

  1. Contribute to the development and implementation of contingency and emergency preparedness plans to ensure business continuity, in coordination with suppliers, logistics providers, and key internal and external stakeholders. 
  2. Monitor Global Prepositioning Stocks levels and movements through the Oracle-based inventory system (WAVE), in coordination with the Systems Supply Chain Officer.
  3. Support the review and standardization of specifications for Core Relief Items (CRIs) in collaboration with Department of Humanitarian Response and Recovery (DHRR) , and support quality control processes and related initiatives, including participation in the Quality, Safety and Environment (QSE) working group.
  4. Ensure the Emergency Relief Items Catalogue within IOM’s Emergency Manual is regularly updated in collaboration with DHRR.
  5. Coordinate and oversee the implementation of warehouse management systems, automation technologies, and process optimization initiatives.
  6. Oversee the management of project stocks at country office level, ensuring compliance with organizational policies and standards in warehousing and inventory management, including WAVE encoding, regular physical stock counts, safety and security measures, proper documentation, and staff training.
  7. Coordinate with key humanitarian logistics networks (e.g., Global Logistics Cluster, United Nations Humanitarian Response Depot (UNHRD), International Committee of Red Cross (ICRC)/ International Federation of Red Cross and Red Crescent Societies (IFRC), UN Supply Chain Network, AidEx, Dubai International Humanitarian Aid and Development Conference & Exhibition (DIHAD)) to leverage Global Prepositioning Stocks and align on logistics tools and initiatives.
  8. Deliver training and capacity-building initiatives for supply chain staff to strengthen emergency response capabilities.
  9. Coordinate and monitor end-to-end supply chain operations in alignment with the UN80 principles, driving integration, performance optimization, and compliance through effective coordination, efficiency measures, and risk management practices.
  10. Monitor and report on key performance indicators (KPIs) for emergency supply chain operations, and provide regular reporting on performance, outcomes, and lessons learned to support informed decision-making and accountability.
  11. Deploy to the field to support operations and facilitate workshops, as required.
  12. Perform such other duties as may be assigned.

Qualifications

Education

  • Master’s degree in Logistics/Supply Chain Management, Engineering, Architecture, Business Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • Bachelor’s degree in the above fields with seven years of relevant professional experience.

Experience 

  • Work experience in logistics related field; practical commercial/humanitarian experience in one of the logistics and ancillary sectors, construction, material control, transport and distribution management; and,
  • Experience in Core Relief Items (CFI) distribution projects is an advantage.

Skills

  • Demonstrated ability to multi-task, prioritize and work independently; 
  • Computer literacy, especially database tools;
  • Demonstrated organizational skills;
  • Ability to timely understand the Organization's structure and portfolios;

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

The eligibility criteria for expressing interest in roles covered by the Pathways Pool have been widened, as outlined in the Pathways Pool guidelines (see section 4):

  • current staff members who are members of the Pathways Pool will now also be able to express interest in relevant roles at lower-level grade(s);

  • current staff members who are not members of the Pathways Pool may also express interest in roles covered by the Pathways Pool if the positions they encumber are due to be abolished as part of structural adjustments and if they meet certain requirements (as per Pathways Pool guidelines section 4).
