Project Context and Scope

En el marco del proyecto EC10P0541 de OIM Ecuador, se busca fortalecer la capacidad institucional y comunitaria frente a los riesgos de la migración irregular y facilitar la reintegración sostenible de personas retornadas. Como parte de este esfuerzo, OIM apoya al GAD de Cuenca en el fortalecimiento del servicio Casa del Migrante, incorporando una ventanilla informativa itinerante. La Casa del Migrante ha manifestado la necesidad de contar con herramientas tecnológicas que optimicen procesos internos, mejoren la calidad del servicio y garanticen una adecuada gestión de la información. En este contexto, se plantea el análisis y definición de una solución tecnológica integral que permita optimizar la gestión de casos, la reportería y la articulación entre servicios, considerando la interoperabilidad con INFOSocial (desarrollado en GeneXus) y otros sistemas institucionales según su viabilidad técnica. El levantamiento de requerimientos deberá considerar de manera obligatoria las necesidades identificadas en el Informe de Necesidades Tecnológicas de Casa del Migrante, incluyendo, entre otras: gestión de agenda, automatización de formularios, seguimiento de casos, evaluación de servicios, reportería automatizada y registro integral de usuarios/as.

El/la consultor/a prestará los servicios a la Unidad de Protección de OIM Ecuador, en coordinación con las 
personas puntos focales de OIM en Cuenca y el GAD de Cuenca

  •  Entregables presentados en los plazos acordados y validados por las contrapartes. 
  • Cobertura de requerimientos: % de procesos clave documentados (AS-IS/TO-BE). 
  • Matriz de requerimientos completa, priorizada y con criterios de aceptación. 
  • Coherencia entre modelo de datos, requerimientos y reportería. 
  • Inclusión de consideraciones de protección de datos y seguridad.
  • Validación con herramientas web para identificar el uso excesivo de IA que pueda generar inconsistencias en la coherencia entre modelo de datos, requerimientos y reportería.

Qualifications

Required Qualifications and Experience

Education

  • Formación en: Sistemas/Informática/Ingeniería/Telecomunicaciones o afines (o experiencia 
    demostrable equivalente). 

Experience

  • Experiencia comprobable en: 
    • levantamiento y documentación de requerimientos (mínimo 3 años recomendado),
    • análisis de procesos, mapeo AS-IS/TO-BE,
    • especificación funcional y no funcional,
    • soluciones de gestión de casos, sistemas sociales o sector público (deseable),
    • gestión y manejo de bases de datos
    • desarrollo en sistemas GeneXus e interoperabilidad
  •  Conocimientos deseables: 
    • protección de datos, seguridad de la información, control de accesos por roles,
    • definición de reportes/BI (indicadores, segmentaciones),
    • integración de sistemas (APIs, directorios, servicios institucionales)

Viajes

No. La persona consultora debe residir en la ciudad de Cuenca. Se definirá el cronograma de reuniones de trabajo virtuales y presenciales con el GAD de Cuenca, se debe desarrollar al menos una reunión semanal presencial de coordinación, retroalimentación y presentación de avances.

Valor de la consultoría:

El valor completo de la consultoría es de 10.000 más IVA según el detalle mencionado en el punto Tasks to be performed under this contract

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
