Introduction

The Ombuds Office for SOS Children’s Villages (the “Ombuds Office”) is an independent office that confidentially, impartially, and informally listens to anyone who has questions or concerns related to the safety or wellbeing of a child or young person within SOS Children’s Villages programmes and services, past or present, and helps them find solutions. The Ombuds Office identifies risks, themes, and gaps that hinder safety and wellbeing and works collaboratively with SOS Children’s Villages to strengthen safe environments for children and young people.

Effective communication is essential to ensure that children, young people, families, and stakeholders are aware of and can access the Ombuds Office. As the Office expands globally, there is a need to strengthen communication through high-quality multimedia content.

Approach and Context

The Ombuds Office operates globally with a decentralized and virtual structure, engaging multiple regions and countries. Its work requires communication that is accessible, inclusive, and sensitive to diverse cultural contexts.

The 2026–2027 Communication Plan highlights the importance of increasing awareness, strengthening visibility, expanding multimedia storytelling, and promoting youth participation.

Objective

To design and produce engaging, accessible, and safeguarding-compliant multimedia content (video, animation, and digital storytelling) that supports awareness, understanding, and visibility of the Ombuds Office.

Expected Outcomes

Outcome 1: Increased awareness and understanding of the Ombuds Office among children, young people, families, and SOS staff.

Outcome 2: Strengthened visibility, credibility, and legitimacy of the Ombuds Office within the federation as well as potentially among donors and partners.

Deliverables

- Inception report and production plan

- Scripts and storyboards

- 3 explainer or awareness videos for different audiences: Children and Young People; Staff; MA)

- 1–2 institutional videos (Federation at large; Partners & Donors)

- 3–5 short-form videos (Updates mainly promotional)

- 1–2 animated videos (Timeline & History of the Ombuds Office)

- Final edited videos with subtitles

- Source files and guidance note

Timeline

Phase 1: Inception (June 1–15, 2026)

Phase 2: Storyboarding (June 16–30, 2026)

Phase 3: Production (July 2026)

Phase 4: Editing (August 2026)

Phase 5: Final delivery (September 2026)

Consultant Profile

Proven experience in multimedia production, strong portfolio, experience in NGO contexts, understanding of safeguarding and ethical storytelling, ability to work remotely.

Working Principles

Independence, confidentiality, safeguarding, inclusion, accessibility, data protection, and child-friendly communication.

Duration

June–September 2026 (approximately 30 working days).
