Your team

Within the The Aviation Transformation Directorate, the EUROCONTROL Innovation Hub (EIH) carries out research, innovation and simulation activities to help improve European aviation performance, safety and sustainability, bridging the gap between R&D and operations. The EIH also addresses emerging new technologies as well as deployment of drones and urban air mobility systems.

You will join the Centre of Expertise (CoE) and as a member of the safety domain you will perform safety and airspace risk assessments in several areas (Aerodrome, Enroute/TMA, Network Operations, U-space) by applying safety assessment methods and tools, and assist in developing new methods and tools to address new technologies and concepts.

Your role

Your role will be to:

  • Provide specialised technical support by performing safety and safety support assessments of Single European Sky ATM Research Programme (SESAR) Solutions in the areas of Aerodrome, ATS (En‑route/TMA), Network operations and UAS/U‑Space.
  • Provide specialised technical support by performing generic safety case for Pan-European ATM change and airspace risk assessments for U‑space in accordance with applicable methods.
  • Apply methods and concepts, assisting in the evolution of safety assessment methods to address new technologies and concepts (e.g. AI, UAS, HAO).
  • Support technical developments by contributing to the development/improvement of integrated risk models and tools supporting safety assessments of new technologies and concepts (e.g. AI, UAS).
  • Support safety‑related activities within INO, including transversal SESAR activities (maturity gate safety reviews, safety contribution to PAGAR), Innovation Projects (EATIN activities, support to ANSPs) and simulations.
  • Assist with the drafting of technical working documents, reports and presentations, contribute to the preparation of safety related documents (safety assessment reports, generic safety case, papers) and support the presentation of content at internal and external meetings, as required.
  • Provide training to staff and users by developing training material, guidelines and templates and participating in the delivery of safety related training.
  • Develop knowledge and skills under the guidance of more senior staff and assist and support staff with less experience in the domain of expertise and knowledge.
  • Identify and implement technical improvements using current best practices and tools.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Candidates must fulfil the following educational and professional experience requirements:

    • Completion of post-secondary education in a relevant domain (e.g. Engineering etc.) meeting European Qualifications Framework (EQF) Level 5 followed by a minimum of 5 years of relevant professional experience.

  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Experience in Air Traffic Management (ATM) and its evolution (digitalisation, virtualisation, etc.)
  • Experience of safety/safety support assessment and safety management practices in European ATM.
  • Experience in the use of safety tools and risk modelling.
  • Understanding of the EU and EASA related ATM Regulation including (EU) No 2017/373 and U-space Regulation including (EU) No 2021/664.
  • Understanding of the environment and constraints that apply to conducting safety-related tasks within European ATM
  • Technical drafting skills (English).
  • In addition, experience in the following areas would be considered a valuable asset:
    • EUROCONTROL Expanded Safety Reference Material (E-SRM) methodology
    • SESAR Operational Concepts and Programme organisation
    • Experience with EUROCONTROL’s Network Manager systems
    • Artificial Intelligence as technology used in ATM and as supporting tool for safety
    • Data analysis
    • UAS operations and Specific Operations Risk Assessment (SORA)
    • Aerodrome operations
    • Aircraft operations (Airworthiness, AirOps, piloting, etc.)
    • Ability to deliver training.

    • Retain their current type of appointment duration.
    • Continue under their existing appointment duration, as appointment durations are not cumulative.
    • The duration of their appointment will therefore not restart upon selection to the new post, i.e. the remaining duration of their current determined appointment continues to apply.
    • Renewal(s): This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years.
    • Conversion: Conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.
    Internal staff appointed for an undetermined period
    • Retain their current type of appointment duration.
    At the end of the 5 Year period of the post for which they were selected:
    • If the assignment is extended, they will continue in the post in accordance with the applicable rules.
    • If the assignment is not extended and/or the duties are not confirmed as being of a lasting nature, they will be transferred to another post corresponding to their “previous” type of post, job level, and function group.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • The selected candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
