Organizational Setting and Reporting Relationship
The position of Workplace Management Specialist is assigned to the Workplace Management and Hospitality Division (CSWH) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to Director, CSWH and will oversee junior team members.
Your Role
As a Workplace Management Specialist, you will plan, implement, monitor, and support the delivery of assigned HQ Building and Facilities capital expenditure (CAPEX) projects, ensuring they comply with ADB policies and are brought to the condition necessary for their intended use. You will oversee project quality assurance, control mechanisms, and CAPEX management across assigned projects and programs. This includes supporting the full cycle of planning, design development, commitments, disbursements, implementation monitoring, testing, commissioning, handover, and fiduciary controls for funds allocated to the assigned CAPEX projects. You will coordinate with the CSOD Portfolio Management Team, wider CSD, and other departments in ADB. You will also collaborate with third-party professional firms supporting project delivery and overall program monitoring, including the preparation of progress reports.
You will:
- Lead and support the monitoring of infrastructure-related CAPEX projects and programs, ensuring delivery within approved scope, schedule, and budget, and in compliance with ADB technical standards, quality requirements, and governance frameworks, so that the resulting assets are ready for their intended use.
- Develop project procedures with work-package schedules, baselines, technical performance metrics, and cost-to-complete analyses to confirm contractor progress, address variances, and implement corrective actions required.
- Conduct comprehensive risk assessments for all assigned CAPEX projects, track risks, maintain the risk register, and implement mitigation and monitoring plans across the project lifecycle.
- Guide and support feasibility, compliance, design development, procurement, implementation, testing, commissioning, and handover activities for CAPEX projects to ensure standards, applicable building codes, and industry best practices are followed.
- Oversee the preparation, review, and revision of design documents, contracts, standards, technical guidelines, and related project documentation for infrastructure and workplace projects.
- Monitor quality controls, implementation progress, testing and commissioning results, and contractor deliverables to ensure CAPEX projects comply with functional, performance, code, and sustainability requirements.
- Support partner engagement and change management activities and deliver construction, technical updates and expenditure monitoring to improve project delivery.
- Perform other responsibilities assigned in the work plan.
Qualifications
You will need:
- A University degree in business, public administration, law, economics, finance, engineering, or related fields; preferably at post-graduate level or its equivalent.
- At least 6 years of relevant experience in capital project delivery support, project management, project controls, financial analysis, budget management, governance, or related functions.
- Relevant professional certification in project, program, or portfolio management, project controls, or related disciplines is advantageous.
- International experience working in several countries.
- Experience in budgeting, cost estimation, and financial management (cost/investment, cost analysis, project cost control, spend tracking, and management).
- Experience with project controls and project management concepts, practices and general policies, procedures, guidelines, and reporting requirements across capital projects.
- Proficiency in the use of relevant computer-based programs and applications, including experience with enterprise IT platforms for accounting, disbursement, and financial management.
- Demonstrate the ability to provide strategic insight into analyzing complex situations and design well-thought-out solutions.
- Demonstrate good coordination and can collaborate with individuals from different cultural/national backgrounds and work with teams as constructive team member.
- Leadership experience including mentoring junior team members.
- Excellent command in written and verbal communication in English.

Additional Information
This appointment is open to internal and external applicants.
This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
