Job Highlight

The primary objective is to engage an expert to conduct an in-depth assessment of the current power supply system at the UNOPS compound and to provide recommendations for sustainable and efficient energy solutions. The impact of this assessment will be the identification of the most suitable and cost-effective solutions, thereby avoiding investment in suboptimal measures and ensuring the long-term reliability of the power supply.

About the Region

The UNOPS Middle East Region (MR) provides strategic leadership, performance oversight, and support to UNOPS operations across Iraq, Jordan, Lebanon, Syria, Yemen, and the State of Palestine. MR is responsible for positioning UNOPS as a key development partner in the region through high-level engagement with regional bodies, UN coordination mechanisms, development banks, donors, and intergovernmental organisations. By fostering strategic partnerships and promoting operational excellence, the region supports country teams in delivering sustainable solutions to complex development, peace, and humanitarian challenges

About the Project Office

UNOPS supports both humanitarian response and early recovery in Gaza. Currently, UNOPS support in Gaza focuses on key humanitarian enablers, including on access, via the Security Council-mandated UN 2720 Mechanism and the Access Support Unit (ASU), humanitarian fuel and energy, and mine action. Operations are envisaged to continue in the coming period with a focus in line with the UNOPS mandate: (i) infrastructure construction and rehabilitation, (ii) procurement and (iii) project management.

Role Purpose

The UNOPS compound in Gaza relies heavily on three generators and a solar power system for its energy requirements. Due to the aging nature of these generators, and to ensure a reliable and sustainable power source for the compound, a comprehensive assessment is necessary before designing a long-term solution. Therefore, an expert is needed to conduct an in-depth assessment of the current power supply system at the UNOPS compound and to provide recommendations for sustainable and efficient energy solutions




Functions / Key Results Expected

  1. Conduct technical assessments of solar systems, generators, and other power supply sources at UNOPS facilities in Gaza.

  2. Evaluate the condition and performance of electrical systems and identify operational issues.

  3. Provide technical support in tendering processes, including technical assessments, technical specifications, and bid reviews.

  4. Provide technical advice on reliable and cost-effective power solutions.

  5. Develop recommendations and corrective actions to improve power supply efficiency and continuity.

  6. Prepare technical reports, assessments, and cost estimates for required electrical works and upgrades.

  7. Monitor implementation of electrical works and ensure compliance with technical standards, local codes and regulations, and UNOPS requirements.

  8. Ensure occupational health and safety measures are applied during implementation of electrical works and maintenance activities.

Education Requirements

Required

  • A First level university degree (e.g., Bachelor's) in Electrical Engineering or related field is required. A master's degree will be an asset and may compensate for 2 of the required years of experience.

  • Certified Solar Energy Engineer is an asset

  • 2 years of proven experience in electrical networks assessment, power systems design and sustainable power solutions.
