Context
The Staff Development and Learning Unit (SDL) is located within the Integrated Talent Management Division (ITMD) of the Department of Human Resources (DHR) in IOM and is responsible for managing programmes and initiatives established in line with the learning and development needs of the Organization. SDL is based in Valencia and Manila.
Under the overall supervision of the Chief, ITMD and the Head, SDL, the direct supervision of the Senior Human Resources Associate (Learning Initiatives), the Human Resources Associate (Learning Initiatives and Communication) will support communications for DHR and will also support SDL learning initiatives.
Responsibilities
In support of DHR’s strategic communication objectives, draft, compile, edit, and publish communication content for internal channels, including but not limited to SharePoint pages, internal social media posts, newsletters, email announcements, Frequently Asked Questions (FAQs), learning calendars, and other staff communications.
Support communications activities for DHR initiatives by compiling inputs from responsible officers, maintaining publication schedules, and supporting the timely rollout of internal communications in coordination with Internal Communications Unit (ICU) and under the guidance of designated supervisors.
Create and maintain digital communication spaces linked to DHR projects, including SharePoint sites, Viva Engage communities, mailing lists, and learning‑related pages.
Support basic monitoring and consolidation of feedback and engagement data related to internal communications activities (e.g. readership, participation, staff queries received) and assist in preparing simple summaries for routine reporting and improvement of internal communications practices.
Liaise with colleagues across DHR and relevant communications focal points in IOM to gather content, align messaging timelines, and support consistent dissemination of information across internal communication channels.
Assist in the implementation of assigned learning initiatives by providing administrative and logistical support for learning activities, including updating implementation timelines, supporting with learning event delivery, and contributing to routine monitoring and follow‑up in coordination with responsible learning officers.
Support coordination of operational aspects of learning events and activities delivered by external service providers and consultants, including liaising with vendors on schedules, deliverables, and logistical requirements, and facilitating timely exchange of information between vendors and participants.
Contribute to the accurate tracking and documentation of learning initiatives and service providers, including updating learning calendars, shared tracking tools, and supporting the preparation of basic summaries and inputs for internal reporting on learning delivery.
Perform such other duties as may be assigned.
Qualifications
Education
- Bachelor’s degree in Communications, Journalism, Public Relations, Business Administration, Human Resources or a related field from an accredited academic institution with three years of relevant professional experience; or

High school diploma with five years of relevant experience.
Experience
- Experience drafting, creating, editing, and publishing content for internal audiences;
Experience supporting communications for projects, programmes, or organizational initiatives, preferably in an international, development, or UN‑system environment;
Experience gathering and consolidating inputs from multiple stakeholders and supporting timely dissemination of information across internal platforms;
Experience with Learning & Development activities and events is an advantage; and,
Experience working in UN and/or humanitarian organizations is an asset.
Skills
- Excellent speaking, writing and editing skills in English;
- Ability to apply creative and innovative approaches to internal communications;
- Ability to organize and prioritize multiple communications tasks across different units;
- Demonstrated computer literacy, including effective and responsible use of AI tools;
- Fluency in Microsoft software, such as PowerPoint, Word and Excel;
- Ability to work well within a team and carry out assigned tasks under supervision;
- Proven ability to produce work accurately and concisely according to set deadlines; and,
- Problem solver, good communication skills, able to prioritize effectively.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another UN official language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
