BACKGROUND AND PURPOSE OF THE ASSIGNMENT

In the Democratic Republic of the Congo (DRC), 19.6 million people are in acute food insecurity, in reason for the escalation of conflicts and population displacements economic decline, political instability, economic natural hazards and health crises (e.g. Ebola and COVID-19). DRC is the country experiencing the biggest food crisis in world (in absolute figures). The COVID-19 pandemic, which has affected the DRC since March 2020, has deeply affected the country’s economic growth, reducing the livelihoods of the most vulnerable. However, population displacements caused by conflict remain the main trigger for insecurity food. With 5.2 million internally displaced persons of the country (PDI), the DRC is the African country most affected by this phenomen.


The project strengthening the resilience and sustainable livelihood systems of smallholder farmers in the provinces of Kasai and Kasai Central in the Democratic Republic of the Congo (DRC) aims to consolidate the agricultural value chain and create opportunities for sustainable development for local communities. Its objectives are to improve food and nutritional security, strengthen community resilience and promote social cohesion.

The purpose of this assignment is to recruit a Local Civil Engineer (SSA9) to provide full-time technical supervision and coordination of rural construction activity. Achieving these objectives depends on the development of appropriate infrastructure, particularly the construction of community warehouses, which are essential for reducing post-harvest losses, ensuring food quality and facilitating access to markets.

The Civil Engineer will ensure that all civil and structural aspects of the community warehouses are implemented in accordance with approved designs, technical specifications, WFP standards, national regulations, and best international practices.

ACCOUNTABILITIES/RESPONSIBILITIES

Under the direct supervision of the Head of unit of Engineering unit in CO Kinshasa And be administratively supervised by the Head of the Kananga Office.

1. Technical Supervision Responsibilities

  • Supervise all civil works related to community warehouses, office/ rehabilitation and civil works in general: Site preparation and leveling, Foundations/ slabs and Drainage and external works.
  • Verify compliance of construction activities with approved drawings, technical specifications, and manufacturers’ installation guidelines.
  • Coordinate civil work with other disciplines (electrical, mechanical, water & sanitation, medical gases if applicable).
  • Conduct regular site inspections and monitor daily construction activities.
  • Review and validate contractor work programs, construction methodologies, and sequencing plans.

2. Contract and Contractor Management

  • Act as WFP’s technical focal point on site for construction project.
  • Review and approve contractor site staff, subcontractors, and equipment mobilization.
  • Monitor contractor performance in terms of quality, schedule, and compliance.
  • Identify delays, technical issues, or non-conformities and propose corrective actions.
  • Authorize minor variations and additional works in line with contractual provisions.
  • Ensure that no child labour is used and that local laws are respected.

3. Quality Assurance & Control

  • Establish and enforce quality control procedures for all civil and structural works.
  • Inspect construction materials and components prior to installation.
  • Verify workmanship quality and conformity with specifications.
  • Issue non-conformance notices and follow up on corrective measures.
  • Review, validate, and approve “as-built” drawings and final technical documentation.

4. Health, Safety & Environment (HSE)

  • Ensure strict compliance with international health and safety standards during installation works.
  • Monitor site safety practices, including lifting operations and module assembly.
  • Report serious HSE incidents or breaches to the Head of Engineering Unit.
  • Promote safe working conditions for workers, WFP staff, and beneficiaries.

5. Reporting & Documentation

  • Maintain comprehensive site records including: Daily site diaries, Inspection reports, Progress reports and Meeting minutes.
  • Prepare regular technical progress reports highlighting achievements, risks, and mitigation measures.
  • Issue a draft completion report at 80% physical progress.
  • Prepare and submit the final project completion and handover report.

DELIVERABLES AT THE END OF THE CONTRACT

Upon completion of assignment the Candidate is required to deliver an end of contract report with a detailed description of undertaken tasks and accomplishments. In addition, the report should include details of challenges, constraints encountered, and risk mitigation measures used to manage the projects. Recommendations for process improvement and lessons learnt exercise shall also be included.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education

University Degree in Civil Engineering, Architecture or Construction Management.

Experience

Experience delivering engineering projects. A minimum of 5 years of experience in construction projects in at least 3 developing countries, post- emergency or post-conflict.

Knowledge & Skills

  • Qualification / experience in health and safety is an asset
  • Strong knowledge of foundations, concrete works, and structural supervision.
  • Experience of working in difficult security environments
  • Knowledge of WFP Procurement procedures
  • Experience of working within the Humanitarian Community and in field condition is required
  • Ability to coordinate multidisciplinary construction activities.
  • Computer literate including MS Outlook email and internet
  • Proficiency in the use of Microsoft Word, Excel, AutoCAD

Languages

  • Fluency in French (Level C)
  • Working knowledge of English (Level B).
