Description & Requirements
The Council of Europe Information Point for Belarusian people in Vilnius, to be located in the National Library in Vilnius, will operate as a technical assistance project in liaison with the Belarusian community in Vilnius (democratic forces, civil society organisations, etc.) and the Lithuanian authorities. Its objective is to raise awareness among Belarusian democratic forces, non-governmental organisations (NGOs), mass media outlets and citizens of Belarus of the Council of Europe’s fundamental values and legal instruments, as well as to support the implementation of co-operation activities promoting human rights, the rule of law and democracy. The project is coordinated by the Directorate of Political Affairs and External Relations.
As Information Point Officer, you will:
• organise, implement and support selected events and activities, including lectures, seminars, round tables, conferences and thematic exhibitions;
• support dissemination of information on the Council of Europe and its activities to Belarusian public organisations and citizens at their request;
• translate, publish and distribute Council of Europe information materials, including video and audio materials;
• attend meetings and write summaries, notes and reports;
• participate in the evaluation of the activities in order to identify appropriate adjustments;
• contribute to development of project proposals and reporting in line with requirements;
• liaise with headquarters to share information with stakeholders such as donors and other partners as regards the implementation of activities;
• liaise and co-ordinate with relevant services of the Council of Europe, including external offices, concerning the implementation of activities;
• contribute to raising the visibility of the Information Office and relevant activities.
You must:
- have a completed full course of general secondary education and appropriate professional qualifications; a higher education diploma in a relevant field (international relations, social sciences, political science) would be an asset;
- have a minimum of two years of relevant professional experience in project management in the fields of human rights, rule of law and democracy in an international organisation, national administration or non-governmental organisation;
- have an excellent knowledge of Lithuanian (first language level) and a very good knowledge of English (one of the Council of Europe's two official languages);
- be a citizen of the host country or one of the 46 member States of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
- be currently present in Lithuania;
- have discharged any obligation concerning national service (military, civil or comparable);
- not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
- be under the age of 65 years.
