SHAPE is NATO’s strategic headquarters supporting SACEUR. The Cyberspace Directorate leads and coordinates all Cyberspace Operations, Electronic Warfare, EMS activities, and CIS functions across ACO.
Within this structure, the Cyberspace Operations Centre (CyOC) provides NATO’s theatre‑level cyberspace situational awareness, command and control, and execution. The Cyberspace Operations Branch enables the coordination of all NATO military activity in cyberspace.
The Cyberspace Defence and Effects Section manages ACO cyberspace defence across SACEUR’s Area of Responsibility. The incumbent works in this section and is responsible for planning, coordinating, and integrating Sovereign Cyber Effects Provided Voluntarily by Allies (SCEPVA) into NATO operations and missions.
Principal Duties
The incumbent's duties are:

-Providessupporttodisciplinerelatedcapabilitydevelopment;
-Contributestothepreparationof,andparticipatesin,NATOconferences/workshopsrelatedtotheCyberspaceOperations(CO)discipline and CO capability development;
-ContributestoEducationandTraining(E&T)functionsanddoctrinedevelopment;
-ContributestothecollectiveCyberspacereadinessactivitiesasapartofCollectiveTrainingandExercises(CT&E);.

Special Requirements and Additional Duties
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
The risk of injury is categorised as No risk / risk might increase when deployed.
Essential Qualifications
a.Professional/Experience
Minimum of 4 years experience working within a National Cyberspace organization, or a military Operational and/or Strategic Headquarters.
Minimum of 2 years Operational experience including the integration of non-lethal Effects disciplines.
Experience of development and execution of military planning and operations.
Experience in undertaking activities that includes the development of non-lethal Effects doctrine and policy, including but not limited to PSYOPS, INFO OPS, CYBERSPACE, LAWFARE or EW for the purpose of executing Joint Effects.
Experience in providing training within the field of Cyberspace Operations (to include one or more of the following – Planning, synchronisation and execution, training, intelligence, STRATCOM, or authorities framework of Cyberspace Operations)
b. Education/Training
University Degree in computer science, engineering disciplines, statistics or similar numerate discipline, operations research. or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
c. Language
English - SLP 3333 - (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

a.Professional Experience

No evidence of specific Cyberspace related degree level qualification is sought as these type of qualifications have only been available in recent times, meaning statement of requirement for an individual to hold a university level cyberspace related degree may preclude applications from personnel with a great deal of vocational experience.

Recent Joint Operational experience is desirable.

• The rapidly changing NATO / CYBERSPACE environment creates a requirement to solve numerous complex problems and challenges, which shall require the incumbent to draw upon a comprehensive ability to reason, analyse, act with persuasion and diplomacy.
Professional Contacts: The incumbent needs to develop very good working relationship with other entities such as the NATO member nations, SCEPVA Nations and ACO Operational commands.
Contribution to Objectives: The integration of cyberspace into a fully matured element inside NATOs AOM is foreseen as one of the key objectives in relation to cyberspace for NATO 2030. A very big part of that objective is and will be connected to the successful integration of the SCEPVA framework into NATOs AOM.
The incumbent contributes heavily towards the maturing and operationalisation of the SCEPVA framework, heavily supporting the achieving of said NATO 2030 objectives, ensuring that Cyberspace effects will be fully integrated into NATOs MDO.
There are no reporting responsibilities.
REMARKS:
Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a 3 year duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
