Health Delegate Venezuela and Colombia (m/f/d), Venezuela
GRC is currently seeking a Health Delegate Venezuela and Colombia (m/f/d) acting as Regional Health Focal Point Americas.
The Delegate will be based in Caracas, Venezuela and be part of GRCs Delegation for Colombia and Venezuela. The longstanding cooperation with Venezuelan Red Cross (VRC) and Colombian Red Cross (CRC) is strongly focused on health. The Delegate will support GRC's activities with VRC and CRC within the well-established framework in other countries of the region as neccessary, acting as GRC Health Focal point for the Americas region.
The Delegate is working under the supervision of the Head of Office and will be part of an experienced team of three international delegates and around 20 local staff. The position might require frequent travel to Colombia and other countries in the region.
Starting date: 01.07.2026 (as soon as possible)
Duration: 12 months, with possible extension
Location: Caracas, Venezuela, with frequent travels in the region
Main duties & responsibilities:
- Supporting the National Red Cross Societies in their health programming and activities with a focus on Primary Health Care and community-based health interventions
- Capacity strengthening on relevant health topics (incl. design and facilitation of trainings) for staff, volunteers, as well as for GRC project teams in the region
- Further establishing links with thematic advisors at GRC HQ and in the GRC`s Americas Regional Teams with a focus on technical approaches as well as methodology development and application, capacity strengthening, and learning and exchange on health-related topics
- Ensure regular monitoring of project implementation including the collection and analysis of data for indicator-based reporting and project monitoring/control
- Ensure quality and timely narrative and financial reporting in compliance with GRC and donor policies and regulations
- Act as GRC focal point for health-related discussions in the Americas region in coordination with relevant partners
- Support in developing concept notes and proposals
- Exploring novel funding opportunities in the field of health for the Americas region
Required Competencies & Skills:
- University degree or advanced degree in Medicine, Public Health, or a relevant field.
- Professional medical background is a strong asset.
- At least five years of experience in designing, implementing, and managing humanitarian health programs and activities.
- Proven experience working with the Red Cross / Red Crescent Movement and detailed knowledge of the Red Cross and Red Crescent Movement health approaches and tools (such as CBHFA) is a strong asset.
- Demonstrated technical expertise and operational experience in humanitarian health programmes, particularly in comprehensive Sexual and Reproductive Health (SRH) services (including family planning, safe abortion care, and HIV/STI prevention and treatment); complemented by experience in nutrition programming and familiarity with the design, implementation, and analysis of academic or operational research is considered a strong asset.
- Ability to train and guide staff and community volunteers, and to provide technical support and capacity building.
- Experience in managing donor-funded projects (preferably ECHO, GFFO, BMZ).
- Proven ability to coordinate across multiple stakeholders, representation and advocacy skills.
- Strong analytical and problem-solving skills and demonstrated ability to operate in complex, politically sensitive environments with a high level of cultural sensitivity and adaptability.
- Oral and written fluency in Spanish and English is a requirement; knowledge of German would be an asset.
- Experience in the Americas region will be considered a strong asset.
- Excellent communication skills, the ability to build relationships at all levels, considering cultural and language differences.
- Ability to work independently and as a team member;
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
- Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions';
- Valid International Driving Permit (IDP).
What we offer you:
You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as a personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.
